PRIVATE
SECTOR FEDERATION (PSF) JOB ANNOUNCEMENT
The
Private Sector Federation (PSF) is a professional organization, dedicated to
promote and represent the interests of the Rwandan Business Community. It is
the umbrella organization and voice of the private sector.
The
Private Sector Federation would like to recruit one Project Director for the
Rwanda Chamber of agriculture and Livestock. The chamber is in the process to
develop knowledge capture and exchange

initiatives in order to effectively
advocate for improved agricultural and rural development assistance through
strengthening existing and creating new networks. It will seek to influence
Government agencies, development partners and other strategic stakeholders
engaged in agriculture programs at political and technical levels, and will
seek to enhance influence by expanding its membership. This ambition will
require a strong institution, capable to represent and serve its members, and
attract the new members as well. The PSF is contracting with PSDAG a 20-months
Institutional capacity development grant to build the capacity of the RCAL in
accordance with the MoU signed between the two parties. The grant will be to
support the following three main activities of the chamber; Organizational
Strengthening, Public – Private Dialogue and Market Linkage activities. These
activities of RCAL will be implemented by a team of two key staff including the
Project Director who will also be coordinating the RCAL and the Membership and
Marketing Strategy Manager.

Project Coordinator
Duty
Station: Kigali City, with frequent travel for field work
Duration
of assignment: 18 months
Tasks
and responsibilities
Reporting
to Chamber Chairperson and PSF CEO, the Project Coordinator will:
  • Coordinate
    the project’s activities;
  • Be
    the communication focal person between the RCAL, PSF and the partner in
    accordance with the MoU signed between two parties;
  • Create
    a platform for collaboration between the Chamber and PSF Secretariat
  • Develop
    and maintain contacts at the appropriate level with the Government and its
    specialized agencies and agricultural institutions, to promote exchange of
    information and coordination of agriculture cluster related issues;
  • Ensure
    the systematic collection, analysis, and reporting of routine data for
    project improvement.
  • Lead
    regular reviews of the Project Performance Measurement to ensure that
    targets are still being achieved;
  • In
    close collaboration with the Project staff, elaborate the periodic
    activity milestones and Budget in relation to the Project design and
    available financing, and oversee the implementation of the activities as
    per the approved work plan;
  • Represent
    and promote the Project in national and international arenas as required
    and maintain close continued collaboration with GoR agencies, Development
    Partners (DPs) and other strategic partners on agricultural development
    issues relevant to the Project;
  • Keep
    abreast of contemporary issues in agriculture development in Rwanda,
    assessing their relevance to and implications for the Chamber
    interventions.
  • In
    collaboration with the project management team, arrange for the
    recruitment and direction of project staff, national and international
    consultants and consulting service providers (engaged for special studies
    and surveys)
  • Receive
    and arrange for reproduction and circulation of reports, studies and other
    Project documentation from consultants as appropriate.
  • Ensure
    the completion of the procurement process and full compliance with the
    project management team recommended procurement guidelines;
  • Coordinate
    the contract administration of the project staff and assess their
    performance on a regular basis; and report back to management when needed;
  • Secure
    the timely submission of a detailed expenditure report onadvance payments
    received , in accordance with the donor Financial Rules and Regulations;
  • Coordinate
    and direct the usage of the project equipment, including the vehicles,
    procured for the project.
  • Ensure
    the coordination of the Rwanda Chamber of Agriculture and Livestock and
    lead the implementation of the strategic vision of the Chamber.
  • Manage
    the membership database;
  • Fostering
    of outreach to thematic networks;
  • Coordinate
    the communication related to RCAL or its members;
  • Propose
    the message to be disseminated to RCAL’s members via the Chamber’s web or
    portal.
  • In
    collaboration with the Chamber’s leadership, develop the membership
    strategies and sell it to members and partners for a better
    implementation.
  • Coordinate
    the effective development of all strategies under this project and ensure
    an efficient implementation of the set strategies
  • Perform
    other relevant duties
Minimum
Qualifications:
  • Bachelor’s
    or a higher degree in Agriculture, Agriculture Economics, Agribusiness,
    Development studies, Rural Development, or in related discipline, relevant
    to the project with a sound knowledge of contemporary issues in the
    agriculture sector in Rwanda.
  • Proven
    technical ability with a minimum of five years of relevant experience in
    coordination and liaising with agriculture organizations at National
    level.
  • Excellent
    communication and presentation skills
  • Good
    command of MS Office applications (Word, Excel, Outlook, Internet
    Explorer)
  • Kinyarwanda
    fluent and full working knowledge of English, including excellent writing
    skills.
  • Ability
    to work independently, to organize and coordinate the work.
