Basic Function of Position:
Purchases a variety of “off-the-shelf” commodities for Embassy and associated agencies.
Major Duties and Responsibilities:
1. Review procurement requests for completeness and the presence of necessary technical information, conferring with the originator if necessary. Obtains technical specifications, estimates, probable cost and identifies financial accounts to which purchases are to be charged. Consults bidder’s lists for probable sources of supply and requests bids or quotations by phone or email correspondence, or advertisement. Reviews responses and prepares summaries and analyses, including a recommendation as to the best offer, considering price and prepares purchase orders, and when approved, often visiting the supplier’s establishment when urgent delivery is needed. Contacts vendors or suppliers by telephone or in person to resolve problems of misunderstanding, or to clarify specifications, and to discuss specific cases.
2. Typical items purchased by the Purchasing Agent FSN-6 include hardware, office supplies, furniture, construction supplies, maintenance supplies, tools, and in general, any item which can be purchased “off-the-shelf”.
3. Typically, types purchase orders and supporting paperwork for “off-the-shelf” purchases. May perform typing and other clerical support work for one or more procurement and purchasing agents in addition to performing off the shelf purchasing work.
4. Controls procurement logs/data for registering purchase orders, delivery orders and GSA requisitions for easy reference.
5. Prepares fax cover sheets, fax purchase orders, delivery orders, GSA requisitions and other correspondence to vendors. Maintains log for all publications or periodicals, back-up purchase agent. Provide escort for contractors and vendors for appointments scheduled with GSO/Contracting Officer.
6. Performs other duties as assigned.
Qualifications:
1. Completion of secondary school is usually required.
2. A year and half of purchasing and related clerical work.
3. Level III (Good working knowledge of English is required).
4. A good working knowledge of those sections of Department of State and associated agency procurement
procedures, regulations and instructions which relate to purchasing “off-the-shelf” items and of U.S. Federal
Specifications and standards related to such items. Must have knowledge of the local markets.
5. Level 1 typing ability (less than 40wpm) is required.

Selection Process:
When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
Additional Selection Criteria:
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
