Background
UNDP
Rwanda has an organizational structure which aligns the Country Office
capacities with the current country programme and UN Development
Assistance Plan (UNDAP) priorities. UNDP Rwanda works in the context of
the One UN pilot/Delivering as One which adds another layer of complexity
and places additional expectations and burden on the country office.
Under
the guidance of the Country Director, the Programme Management Analyst
(MSU) acts as quality assurance advisor to Senior Management on all
aspects of CO programme. The Analyst provides advice to the Country
Director and supports the programme units on  strategic planning,
Monitoring and  Evaluation, audit, implementation of the Internal
Control Framework and Result Based Management policies, donor reporting,
and financial management of the UNDP Rwanda programming portfolio.
The
Programme Management Analyst (MSU) works closely with the Operations
team, acting as a bridge and enhancing information sharing between
Programme and Operations Units and providing programmatic support to
Operations functions.
The
Programme Management Analyst(MSU) will work with the One UN Monitoring
and Evaluation Group to ensure the effective implementation of the
evaluation policy of the UNDAP 2013-2018 and coordinates the
implementation of UNDP’s Evaluations Plan. The Programme Management Analyst
(MSU) ensures that evaluations are designed and managed to assess the
relevance, effectiveness, efficiency, impact and sustainability of
results, evaluations are carried out in a credible and systematic manner;
evaluation lessons and recommendations are used for programme design, and
contribute to the implementation of the UNDAP priorities and results
Duties
and Responsibilities
Summary
of Key Functions:
  • Support
    the implementation of UNDP Programme and projects Coordinate with
    the UNDP Programme Units and Operations Units to ensure the Country
    Office adheres to and compiles with corporate policies and dashboard
  •  Provide
    policy advice to Senior Management of the Country office on quality
    assurance and compliance issues;
  • Oversee
    UNDP Rwanda’s Monitoring and Evaluation policies and procedures and
    provide quality assurance to the evaluation processes;
  • Represent
    the Country Office in the One UN Monitoring and Evaluation Group;
  • Provide
    support to the implementation of RBM;
  • Ensure
    timely donor reporting;
  • Ensure
    sound planning and monitoring of financial resources of the UNDP
    programme in Rwanda;
  • Ensure
    compliance to UNDP audit policies;
  • Supervises
    the Programme Finance Associate· 
As
a member of the CO management team, provides policy advice, coordinates,
and ensures the strategic planning for the UNDP programme focusing on
achievement of the following results:
  •  Support
    the implementation of UNDP programme and the UNDAP in collaboration
    with the main partners and other UN Agencies;
  • Coordinate
    with other Units in the CO, the IWP, ROAR and other corporate
    planning and results reporting exercises;
  • Support
    the CD in business processes mapping and establishment of internal
    Standard Operating Procedures and control of the workflows in the
    Programme Units;
  • Support
    and coordinates knowledge building and management in the Country
    Office.
Provides
effective quality assurance of full cycle of programming from formulation
implementation achieving the  following results:
  • Effective
    application of RBM tools and monitoring achievement of results
  • Contribute
    to the design of project documents by providing quality assurance
    all programmes and projects based on the Quality Assurance Guidance
    provided by UNDP HQ;
  •  Establish
    a quality and accountable reporting system; Coordinate the audit
    exercise among programme, project and operations staff and ensure
    compliance with audit quality standards and timeframes;
  •  Regular
    follow up on any new corporate policies and procedures and sharing
    of information with Country Office staff;
  • Ensuring
    compliance with all corporate policies and procedures including the
    newlylaunched Project and Programme Management Reform
Establishes
and maintains strategic partnerships,  supports  resource
mobilization and communication  focusing on achievement of the
following results:
  • Ensure
    effective and efficient clearance of the cost-sharing and trust fund
    agreements; and of Micro-capital grant agreements and other
    programme legal documents;
  • Ensure
    timely and quality donor reporting;Participate in inter-agency and
    donor meetings and represent UNDP in various forums as
    required. 
Ensure
sound planning and monitoring of programme financial resources focusing
on achieving the following results:
  • Support
    the Head of Programme and Operations (or CO senior management team)
    in monitoring resource management in the CO and programme
    portfolios, including  planning, budgeting, implementing and
    monitoring of the  programme, tracking use of financial
    resources in accordance with UNDP rules and regulations;
  •  Implementation
    of effective internal controls, proper functioning of a
    client-oriented financial resource management system;
  • Regular
    monitoring of the CO delivery, resource mobilization, TRAC
    Allocation, revenue management and cost recovery;
  • Periodic
    monitoring of dashboards and exceptions, identification of remedial
    actions;
  • Participation
    in project’s audit, control and follow up;
  • Coordination
    of HACT Implementation with other UN Agencies and within the CO
  • Effective
    support to the Country Director in carrying out the Administrative
    Agent function of the Rwanda One UN Fund;The Programme Management
    Analyst (MSU) performs the function of Manager level 1 in Atlas
    development projects transactions approval in line with the Internal
    Control Framework.  
Management of
the Management Support Unit focused on the following results:
  • Supervise
    and coach the Programme Finance Associate;
  • Provide
     senior management with programme resource analysis for
    effective planning of resources;

Required
Skills and Experience
Education
Master’s
Degree or equivalent in Business Administration, Public Administration,
Economics, Political Sciences, Social Sciences, law or related field.
Experience
2
years of relevant experience providing management advisory services,
hands-on experience in design, monitoring and evaluation of development
projects and establishing inter-relationships among international
organization and national governments. Specialist focus on financial
management skills, managing audit processes and reviewing legal
agreements preferred. Experience in the usage of computers and office
software packages, experience in handling of web based management
systems. Experience in the UN and/or other development agencies is an
asset. 
Language
requirement
Fluency
in English; Proficiency in French is as asset.
