This position is located in Monrovia, Liberia and is attached to the UNODC Regional Office for West and Central Africa, Senegal (ROSEN). The Programme Coordinator will work under the overall supervision of the UNODC Regional Representative, ROSEN, and the direct supervision of the Senior Programme Officer (Law Enforcement), who also acts as the Coordinator of the West Africa Coast Initiative (WACI). The incumbent will be responsible for the overall management, implementation, monitoring and evaluation of the project aimed at assisting the implementation of the West Africa Coast Initiative (WACI) in Liberia, in collaboration with national authorities and UNODC’s partners under the WACI which are the United Nations Office for West Africa (UNOWA/DPA), the UN Mission in Liberia (UNMIL), the UN Department for Peacekeeping Operations (DPKO) and INTERPOL. The incumbent will function as a repository and focal point for all drug control and crime prevention related information in Liberia.

Responsibilities
The incumbent will be responsible for performing the following tasks:
Coordinate, monitor and evaluate the overall progress, quality and impact of ongoing law enforcement assistance measures in Liberia, in order to ensure effective and consistent project delivery as well as use of funds, in line with the project objectives;
Provide specialized technical expertise to the Government, in particular national law enforcement agencies, with the aim of planning, designing and managing appropriate response measures to address the drugs and crime situation in the country;
Provide policing expertise and technical services to enhance intelligence collection and analysis, surveillance, investigations, tactical operations and international coordination within the Transnational Crime Unit (TCU) of WACI;
Provide technical advice, support and coordination with regard to a broad range of specialized training/mentoring activities for the TCU and national law enforcement agencies, aimed at strengthening their expertise, operational capacity and ability to coordinate during inter-agency operations and investigations;
Ensure that all project objectives are achieved within set deadlines and take corrective measures to this end, as and when necessary;
Identify potential problems, propose appropriate solutions and undertake remedial course of action as well as manage corresponding budget and project resources, while keeping ROSEN and the Regional Section for Africa and Middle East at UNODC Headquarters (HQ) in Vienna as well as other relevant HQ departments informed of the progress made within established reporting mechanisms and/or any other means to be decided upon.
Maintain regular contacts with the Government of Liberia, in particular the various national law enforcement agencies, as well as the relevant international/regional partners under the WACI, including the regional offices of ICPO-INTERPOL, UNMIL/DPKO, UNOWA/DPA, as well as work closely with liaison officers and donor representatives in charge of law enforcement matters in Liberia;
Liaise with relevant civil society and non-governmental organizations actively involved in national efforts against drugs and organized crime in Liberia, particularly drug demand reduction treatment, rehabilitation and prevention centers;
Represent UNODC in major meetings and conferences in Liberia, provide all useful information and reports, as well as take responsibility for the follow-up of decisions made, under the supervision of the Senior Programme Officer (Law Enforcement)/WACI Coordinator;
Keep abreast with the latest developments in the fields of organized crime and drug trafficking in Liberia;
Participate in other events or activities required for the good coordination and implementation of the programme.
Support the implementation of all the actions included in the first phase of the WACI programme in Liberia;
Ensure that all objectives are achieved within the deadlines and take corrective measures to this end, if necessary;
Support activities and provide input related to budget funding, project preparation and submission, progress reports, financial statements and prepare/contribute to related documents/reports in close coordination with ROSEN;
Create synergies between actions of the programme and other national, regional or international initiatives in the fields of money laundering, the fight against corruption, trafficking in persons, smuggling of migrants, terrorism prevention, reform of criminal justice, etc.;
Contribute to the implementation of regional projects in the fields of law enforcement, crime prevention, and illicit drug trafficking;
Assess the quality and impact of the support measures taken during the first phase of the WACI Programme in Liberia.
Take part in the assessment of the quality of current law enforcement efforts in Liberia;
Advise on short- and mid-term measures and strategies aimed at preventing the emergence of transnational criminal networks in the country;
Analyse the major trends and modus operandi with respect to organized crime in Liberia;
Upon request from the national authorities, provide assistance to the government for strengthening policies, practices and procedures regarding the gathering of information and analysis of data related to criminal activities and/or drugs;
Assess and review national law enforcement and crime prevention capacities;
Advise national counterparts on good practices in their areas of competence and fields of intervention;
Provide guidance and supervise the staff of the office, in particular the National Project Officer and administrative staff.
Perform other duties as required.

Education
An advanced university degree (Master’s Degree or equivalent) in the fields of criminology, law, public administration or related fields is required. A first-level university degree or equivalent academic training/education with certification from a recognized international/national police, customs or other staff training institution with specialization in criminal justice, crime prevention and/or law enforcement, in combination with additional years of qualifying professional experience may be accepted in lieu of an advanced university degree.
Work Experience
A minimum of seven years of relevant work experience, including several years in the field of drug law enforcement/organized crime in an operational capacity, at gradually increasing levels of responsibility in national and/or international law enforcement, investigation, police, drug and/or crime prevention and control is required. Project/programme planning and management experience in a relevant field at the national or international level is required. Experience in a UN field office in a developing country is an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English, i.e. oral and written proficiency, is an absolute requirement. Knowledge of another UN official language is an advantage.

This is a project post. Filling of this position is subject to funding availability and the
appointment will be for a period of one year. Staff members are subject to the
authority of the Secretary-General and to assignment by him or her. In this context, all staff
