1. Background and Purpose
There is an agreement across Rwanda’s policy makers that
e-Health is vital to an effective, sustainable health system that will stand up
to present and future challenges.

The Vision 2020 and the National Information and Communication
Integration (NICI III) document committed the Government of Rwanda to an
integrated ICT-led socio-economic policy and plan. In line with this plan the
Ministry of Health is committed to the deployment of ICT in order to contribute
to this social development. In view of this policy and plan the Ministry of
Health was mandated to facilitate the implementation of e-Health systems, which
are geared towards the improvement of health care service delivery.

The Ministry of Health has established the e-Health directorate
to accelerate the development and implementation of e-Health systems for the
country. The Ministry also put in place an e-Health steering committee that is
composed of various stakeholders in e-Health. This structure is intended to
help the Ministry with the planning and implementation of e-Health solutions.

strategic plan, which was a five-year strategic plan that helped to set the

2. Justification

committee that is composed of various stakeholders in e-Health. This
consultancy firm is to update the e-Health policy and strategic plan including
the detail action plan and costing that will set the vision for digital health

A two stage procedure shall be utilized in evaluating proposals,
with evaluation of the technical proposal being completed prior to any
financial proposal being compared. A 70/30 assessment model for the technical

8. Supervision
The institution will work closely with e-Health directorate at

9. Terms and conditions:
The consultancy period will be for three months. The consultant
will work closely with MoH/e-health directorate. All payments will be linked to
