ESSENTIAL
JOB FUNCTIONS:
We are seeking a
Project Manager / Monitoring and Evaluation Specialist to play a leadership
role in program operations and implementation in Tanzania. The Project Manager
/ Monitoring and Evaluation Specialist will be responsible for various projects
in support of Touch programs including activities such as planning,
implementation management and reporting. Additionally, the Project Manager /
Monitoring and Evaluation Specialist will collaborate with organizational leadership,
program team members, funding and program implementation partners and key
stakeholders to implement and coordinate a robust set of M&E systems.
He/she will report to the Program Director: Clinical and Academic Services and
the Country Director.
Responsibilities
and Tasks
Project
Management
- Manage
the various activities related to the implementation of the foundation’s
programs, working in collaboration with management, in-country leadership
and program funders - Develop
and update program workplans in collaboration with program team and
management - Oversee
sub-contractors, vendors and other partners, ensuring that they deliver on
agreed upon objectives within the agreed upon time frame and budget - Prepare,
manage and monitor program budgets - Collaborate
with program team to undertake effective monitoring and evaluation of the
programs - Conduct
data analyses and prepare reports on program implementation progress and
impact for management, donors or other stakeholders - Assist
with compliance with U.S., Tanzanian and all relevant regulations, donor
requirements and organizational policies and procedures - Maintain
holistic and detailed understanding of program work as well as
opportunities for expansion - Assist
with preparation of funding proposals - Contribute
to suite of communication vehicles, including print and web-based
articles, letters and other marketing materials - Communicate
regularly and effectively with various program partners
Monitoring
& Evaluation
- In
collaboration with program leadership and staff, develop short and long
term M& E plan to assess program goals and objectives - Provide
input into the M&E plan, framework and toolkit, particularly in the
areas of the objectives, indicators and monitoring mechanisms, processes
and procedures, data collection and reporting systems. - Integrate
framework and toolkit with existing facility EHRs - Undertake
regular site-visits to support the implementation of M&E system, to
conduct and participate in training sessions and evaluation workshops and
to adapt plans and processes as needed. - Mentor
data management including data entry and training of data extractors and
data collectors (scribes) - Ensure
effective record keeping, data gathering, information sharing and communication
- Analyze
and interpret statistics - Support
implementation of baseline and other surveys - Prepare
reports on M&E findings, working closely with program and finance
teams and stakeholders. - Use
reports to make appropriate recommendations to management on identified
implementation strategies, targets and operational issues - Review
reports with team and leadership ensuring compliance with requirements of
the reporting systems for preparing project reports per donor requirements
and fundraising efforts - Provide
technical assistance and data for M and E component to inform grant
proposals and external communications. - Ensure
that monitoring data is reviewed and discussed in the appropriate forum
and in a timely fashion in terms of implications for future action. - Maintain
database - Enforce
internal QA processes for data collection and reporting monitoring the
data for accuracy, validity and reliability; create and analyze monitoring
reports, evaluate for impact and to identify the causes of potential
problems and actions needed. - Conduct
investigations of significant change or irregularity - Create
and maintain on-line and hard copy M and E procedure manuals for field
staff - Ensure
that data privacy, security and back-up protocols are implemented
As job descriptions
cannot be exhaustive, the Project Manager / Monitoring and Evaluation
Specialist may be required to undertake other duties that are broadly in line
with the above key duties.
Qualifications
of successful candidate
Knowledge,
Education and Experience
- Minimum
4 years relevant professional experience - Masters
or Doctorate degree in relevant field (e.g. MPH, MBA, MPA, MD,
international development or related fields) or equivalent intrinsics and
experience providing a solid foundation in strategic or operational
problem-solving - Experience
working in a developing country context - Excellent
experience in project/program management, with multiple stakeholders,
preferably with USAID funded programs - Demonstrated
experience in designing and implementing M&E systems, including
performance tracking, impact evaluations, statistical sampling, indicator
development, survey/questionnaire design, interviewing techniques, and
quantitative and qualitative data analysis - Training
in M&E development and implementation - M&E
server / database programming and management experience preferred - Capacity-building
of M&E methods and systems with multiple stakeholders - Information
analysis and report writing. - Good
judgment and discretion to represent the Touch Foundation in a highly
professional manner, as well as respect for local “culture.” - Experience
working with donor regulations; information analysis and report writing
