 General Context of Eco-Emploi 2016 – 2019
Rwanda
has maintained steady growth and macroeconomic stability for the past 15 years,
between 2002 and 2016 real GDP growth averaged at about 9% per annum1. However,
the rate of unemployment and underemployment is high and most of those in
employment still work in poorly paid positions, above all in agriculture. The vast
majority of youth leaves schools hardly equipped for the labour market. A
strong middle class that could provide for a solid foundation for the country’s
economy does not exist.

The
programme Eco-Emploi is part of the priority area “Sustainable Economic
Development” of the Rwandan-German Development Cooperation and will be
implemented between June 2016 and Mai 2019. Eco-Emploi embodies an integrated
approach of technical and vocational education and training, labour market
interventions and private sector development. It supports the economic sectors
ICT, wood economy, tourism and creative industries [above all audio-visual
business]. The economic empowerment of women and people living with
disabilities are a cross­cutting effort in all activities of the programme.
Eco-Emploi’s
success is mainly defined by the amount of jobs that are created though the
programme’s activities.

 Rationale of the assignment
As
part of its support of Rwandan labour market interventions, EcoEmploi
strengthens public employment service centres. The youngest employment service
centre is the Musanze Employment Service Centre (MESC). It is operating since
12/2016 and is continuously optimizing procedures and services. Within this
framework, MESC requires a tracer study of registered jobseekers. A systemic
approach will be applied considering the bigger framework of labour market
interventions in Rwanda. In this regard it will be crucial to link the MESC
tracer study with the M&E system of the National Employment Programme and
the Labour Market Information System (LMIS), both within the Capacity Building
and Employment Service Board (CESB). The Government of Rwanda (GoR) has decided
to upscale employment service centres to other secondary cities, where tracer
studies will be needed in the near future. Hence, the assignment includes the
development of a tracer study manual as a capacity development tool, describing
the definitions, processes, instruments and resources needed to implement a
tracer study of registered jobseekers in an employment service centre in Rwanda
that harmonizes with the other data collection systems in CESB with regards to
employment and labour market.
1)
Process and methodology of the tracer study:
In
the preparation phase consultations will be held with CESB staff responsible
for NEP M&E and (LMIS) in order to harmonise variables and adapt existing
questionnaires to NEP and LMIS standards. Questionnaires that were developed
for a tracer study in the first Rwandan employment service centre will be the
basis of discussion and further development. These questionnaires will be
provided by GIZ. The list of variables used by CESB for NEP M&E and LMIS
will be provided by CESB.
The
tracer study will survey a sample of 150 jobseekers that registered with MESC.
The consultant will conduct phone interviews. An average of 8 interviews shall
be conducted per day (including data entry). After data is collected in the
interviews (as described in point 2 stated below), it will be entered in a
(given) database. For this step, the consultant will assess the feasibility of
the existing MESC The findings and resulting recommendations will be presented in
a meeting with MESC and GIZ. In this meeting it will be agreed upon, what
changes are necessary and feasible to be made. Based on the agreement of this
meeting the consultant will then technically support MESC making necessary
improvements (it is not expected that IT solutions are delivered). The results
of the tracer study will be analysed and visualized by the consultant and then
presented to MESC and representatives from CESB and GIZ. Then, a report will be
drafted by the consultant. Two rounds of comments of MESC and GIZ will be
incorporated in the report.
2)  
 Capacity development
The
aim of this assignment is to establish standard procedures and build the local
capacity to implement further tracer studies unassisted. Therefore, a one-day
training workshop on tracer studies followed by on the job training while
conducting the tracer study will be required. Participants of the training
workshop and on the job training will be available MESC staff as well as the
BDEU (Business Development and Employment Unit) staff of the district of
Musanze.
The
consultant will advise MESC and the BDEU Musanze on practical solutions how to
implement further unassisted tracer studies with efficient resources, e.g.
involving interns for conducting interviews.
A
second cornerstone regarding capacity development will be to document all
necessary working steps and processes implementing the tracer study in a reader
– friendly way. The information will be compiled in a way that it becomes a
user manual for tracer studies. Relevant tools, like questionnaires will be
included as annex. The first draft manual will be shared via Email with GIZ,
MESC and CESB. After incorporating all comments, a final draft will be
presented in a final validation meeting.
3)  
 Reporting and cooperation:
The
consultant shall report to GIZ Eco-Emploi’s LMI and M&E unit. All documents
(process proposal, report, presentation) shall be handed in as draft and
feedback shall be incorporated.
C.
Deliverables
a)           
Database in Excel-format containing all raw data.
b)           
Diagrams and visualizations in an excel file.
c)           
Up to 20 Slides of PowerPoint that present the key findings and the deducted
recommendations (short-term and long-term). The slides are to contain diagrams
and brief passages of text. Background information is to be included in the
‘notes’ section.
d)           
Up to 10 slide PowerPoint presenting recommendation regarding improvements of
existing database.
e)           
Improved databases as agreed upon beforehand.
f)            
10 pages’ user manual on tracing job seekers registered at Rwanda employment
service centres, with all tools and supportive documents in annexes.
g)           
Report:
The
report of the assignment has to be between 30 and 35 pages long (excluding any
annexes).

Next

available.

Timeframe of the assignment
The
assignment is to start on November 1st 2017. All final products have to be
handed in by March 15th 2018.
