1. Background
Sound financial management is an important part of any healthy organization. EACSOF-Rwanda is a not-for-profit organization that strives to support the Rwandan CSOs in the area of EAC regional integration processes. It is now operating under the auspices of Rwanda Civil Society Plat-Form and is looking for a financial officer to plan, organize, manage and monitor its financial operations. EACSOF-Rwanda is currently
funded by TRADEMARK-EA for a 3 year period.
The financial officer will work under the direct supervision of the ECASOF-Rwanda Coordinator.
2. Duties and responsibilities
-Summary of key functions:
• Execution of day-to-day operations
• CSO Financial resources management
• Efficient procurement and logistical services
a) Execution of day-to-day operations:
• Ensure full compliance of operations with TRADEMARK and RCSPF rules, regulations and policies, and plan operations on a quarterly basis
• Establishment of collaborative arrangements with potential partners,
• Make Useof internal standard operating procedures in Finance, Human Resources Management, Procurement, Logistical and ICT services.
• Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment.
b) CSO’s financial resources management
• Ensure proper planning, expenditure tracking and audit of financial resources, including extra-budgetary income in accordance with TRADEMARK and RCSPF rules and regulations.
• Proper management of the contributions, business process and accounting for contributions to ensure that ECASOF-Rda financial operations are properly identified, consistently and uniformly classified, recorded on a timely basis and received with sufficient supporting documentation.
• Plan, execute and follow-up on bank reconciliations.
• Organization of cost-recovery mechanisms for all ECASOF-Rda projects/activities.
• Organization and oversight of ECASOF-Rda cash management processes, including liquidity management, recommendation of provision level, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site.
• Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other EACSOF-Rda staff of the results of the investigation when satisfactory answers are not obtained.
• Follow-up on transactions and payment approval on internet banking system.
• Ensure that all financial transactions are identified, recorded and verified in compliance with TRADEMARK/RCSPF agreement as outlined in their bilateral MoU.
• Prepare all financial reports and ensure compliance with TRADEMARK/EACSOF’s MoU guidelines
c) Efficient procurement and logistical services:
The RCSPF internal procurement committee will be expanded and cover EACSOF-Rwanda procurement activities as well. It will be entrusted with the responsibility to oversee procurement processes and logistical services in accordance with EACSOF-Rwanda rules and regulations.
The Financial expert will implement the committee’s decisions through the following duties:
• Ensure compliance with EACSOF-Rda rules and regulations in the field and implementation of procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement promotion and introduction
• Implementation of EACSOF-Rda contract strategy including tendering processes and evaluation, managing the contract and contractor, legal implications. Proper management of EACSOF-Rwanda assets, facilities and logistical services, including full compliance with rules and procedures in the accounting for the procurement, utilization and disposal of assets.

4. Required skills and experience
• Master’s Degree or Bachelor with relevant 5 year experience in Business Administration, Accounting, Finance, Economics or related field.
Experience:
• Minimum 5 years of relevant experience in financial management in a NGO, government institution or a private company. Experience in the usage of computers and office software packages, especially accounting software, experience in handling of web based management systems.
• Experience of accounting is highly desirable.
Language:
• Fluency in English and French
