Senior M&E
Advisor
The Mitchell Group,
Inc. (TMG), an international development consulting firm based in Washington,
DC, is currently seeking expressions of interest from qualified applicants for
a Senior M&E Advisor position in support of a potential project in Tanzania.
This individual will be responsible for leading and managing the technical work
related to performance m
onitoring under this contract. The individual will
oversee, recruit for, and participate in evaluations and assessments and
baseline surveys throughout the life of the contract. S/he will ensure the
short‐term
technical experts and evaluation team members recruited under this contract are
of a high caliber and possess the required technical expertise. The Senior
M&E Advisor may also serve as the evaluation team leader of select
evaluations conducted under this contract.
The proposed Senior
M&E Specialist must have the following qualifications, education and/or
experience:
- A
graduate degree in international development, economics, statistics, research
methods, political science, public policy, social science, or a related
field. - Have
not less than 7 years of demonstrated experience in monitoring and
evaluation, data analysis, and assessments, including evaluation
methodologies, population based surveys, performance management plan
development, participatory data collection methods and protocols, and data
quality verification techniques for large development projects - Demonstrated
strong quantitative skills. - Providing
guidance to technical teams in developing and updating Performance
Management Plans. - Creating
and managing Performance Management Plans. - Designing
and implementing performance and impact evaluations of development
interventions. - Designing
and field testing surveys and other data collection instruments. - Designing,
working on and preferably leading an evaluation team. - Project
management skills are desirable. - Familiarity
with USAID policies related to evaluation and performance management
highly desirable. - Strong
written and oral communication and excellent interpersonal skills. - Fluency
in written and spoken English is required, and Kiswahili language skills
are also desired.
The anticipated
responsibilities and role of the Senior M&E Advisor are, but not limited
to, the following:
- Lead/oversee
monitoring and evaluation, analyses, and assessments throughout the life
of the project, including the data quality assessments, participatory data
collection methods and protocols, and data quality verification techniques - Be
responsible for the design, quality development and production of all data
quality assessment reports, assist in the production of evaluations
reports and any assessments, population based surveys and studies
including the testing of the development hypotheses - Be
responsible for design of the evaluation methodology and participatory
data collection methods and protocols for both performance and impact
evaluations - S/he
will also support the maintenance of the Mission’s PMP and the development
and maintenance of implementing partners’ M&E Plans. - Contribute
substantively to the design and field testing of the evaluation
methodology, participatory data collection methods and protocols, data
verification techniques, and other technical evaluation and analytical
tasks conducted under this contract.
