(TMG) an
international development firm in Washington DC seeks qualified candidates and
consultants for a potential USAID funded support services contract. The Senior
Project Manager provides overall technical and administrative leadership and
expertise for each data collection in the program and serves as the primary
liaison with the Governm
ent of Malawi, USAID/Malawi on management and technical
matters. S/he will be responsible for the overall management and implementation
of the data collection. S/he will supervise all personnel and data collectors
assigned to this activity, and will ensure the project meets stated goals and
reporting requirements. This position requires political gravitas, as s/he will
interact with numerous Government of Malawi institutions and senior-level
national and county-level government officials. S/he will have demonstrated
ability to work in complex, politically charged, and dangerous environments, to
work across different cultures, and manage diverse teams to deliver impact
within agreed timelines
Education: Ph.D. with experience in education
planning, finance, or administration required.
Skills and Experience: At least eight years’ experience in
relevant management or supervisory positions is required. At least five years
working with programs that have a similar focus on research, data collection,
and analysis, in developing countries are required. Ample experience in sector
and systems analysis, educational policy and administration, and national-level
quality improvement initiatives is required. Demonstrated experience and
knowledge of early grade reading reform programs required. An experience of
three years in the education sector in sub-Saharan francophone Africa is
required.
Language: The candidate must be professionally
proficient and fluent in written and spoken English.

managing administrative and financial aspects of awards, monitoring progress
against expenditures, resolving audit problems, and closing out awards when the
projects are completed. TMG Grants Management Staff can also arrange workshops
and training sessions for recipients and program officials to keep the USAID
grants community current on procedures and requirements relating to grants and
cooperative agreements.
