The Ministry of Agriculture and Animal Resources Different positions in Rwanda

The Ministry of Agriculture and Animal Resources in
its Irrigation and Mechanization Task Force wishes to recruit the following
staff for a short period of time.

Agronomists (2),
Civil engineer (1),
Water Users Community Development officer (3)
Irrigation engineers (5),
Topographers (3),
Electromechanical technician (1),
Site accountants (2).

i. Agronomists (2)

Main Duties and Responsibilities

Under the supervision of the Chairman of Irrigation
and Mechanization Task Force, the Contract Manage and the Site Coordinator, the
agronomist will carry out the following duties and responsibilities:

1. With the help of grass roots administration, make fanners sensitive to
organize themselves in producer cooperatives (Groups);

2. Prepare, organize and train the farmers on the new
agricultural techniques in the framework of increasing the productivity as
indicated in the project document;

3. Assist to put in place a transfer of knowledge
strategy from the leader farmers to others cooperative (groups) members and
ensure its implementation ;

4. Work in collaboration with researchers to train
cooperative members in implementing research and agriculture policies and
recommendations;

5. Prepare and implement cultivation
schedule/calendar;

6. Assist the cooperative to access clean and improved
seeds, fertilizers and putting in place a simple mechanism to access them ;

7. Help the farmers to market their production;

8. Produce and interpret seasonal reports on output
(farming seasons);

9. Any other task given by his (her) supervisor

Required Qualification

a) Be Rwandan by Nationality

b) At least a diploma (A1) in a relevant field such as
Agriculture with specialization in Rural Engineering, crop sciences,
Mechanization and crop production

c) Having a proven experience of minimum one year in
the domain agriculture.

d) Very strong interpersonal and communication skills,
and proven ability to work productively with a great variety of target groups
from the farm to the Ministry level;

e) Knowledge of legislation in the field of
cooperatives, associations and other non-profit organizations;

h) Ability to draft and develop simple-to-use training
materials and guide the development of attractive brochures, guidelines,
manuals and any other material to be used by WUAs and District staff;

g) Excellent writing and presentation skills (English
and Kinyarwanda);

h) Ability to motivate communities, district staff and
colleagues;

ii. Civil
engineer (1)

Main Duties and Responsibilities

Under the supervision of the Chairman of Irrigation
and Mechanization Task Force, the Contract Manager and the Site Coordinator,
the Civil Engineer will carry out the following duties and responsibilities:

1. Ensure a systematic technical supervision of canal construction works
executed in different Irrigation and Mechanization sites especially in
marshlands and GWE,M,

2. Evaluate and approve quality of works implemented
by the contractors or consultants under their contracts with MINAGRI,

3. Evaluate and approve or produce a progressive
certificate for consultants or contractors requesting for payment,

4. Advise the Irrigation and Mechanization Task Force
on activities related to civil engineering,

5. Work closely with Irrigation and Mechanization Task
Force site staff and local leaders authorities in charge of infrastructures

6. Prepare and submit a monthly report and any other
report as it may be requested,

7. Any other task given by his (her) supervisor

Required Qualification

a) Be Rwandan by Nationality

b) At least a Bachelors Degree in Civil engineering

c) Having an experience in civil engineering
activities will be an added advantage.

d) Very strong interpersonal and communication skills,
and proven ability to work productively with a great variety of targeted groups

g) Excellent writing and presentation skills (English
and Kinyarwanda);

iii. Water Users Community Development officer (3)

Main Duties and Responsibilities

Under the supervision of the Chairman of Irrigation
and Mechanization Task Force, the Contract Manager and the Site Coordinator,
the Water Users Community Development officer will carry out the following
duties and responsibilities:

1. Provide a substantial contribution to the work plan of Irrigation and
Mechanization Task Force with a special emphasis on WUA training and capacity
building,

2. Provide substantial contributions to policy
development on WUAs in Rwanda

3. Propose detailed and practical management
arrangements for WUAs to suit the different socioeconomic, agro-ecological and
technical conditions of the Irrigation Domains in Rwanda.

4. Carry out in-depth studies on WUA functioning in
the various regions of the country especially at Nasho (Kirehe) and Nyagatare,

5. Develop and carry out a strategy for a
comprehensive training to WUAs and WUA support staff making use of ToT
approaches, peer-to-peer exchange, and hands-on training and WUA workshops in
all key areas for WUA development.

6. Develop information and knowledge sharing
mechanisms to promote innovation, learning and improvement amongst WUAs.

7. Ensure that a practical and reliable WUA
Performance Monitoring system is put in place at District and National level.

8. Any other tasks assigned by the supervisor.

Qualifications and Experience

The profile of the Water Users Community Development
officer would be:

At least a Bachelors Degree in Social Science,
Rural Development, Business Administration, Management, Agronomy, or
Development Studies.
At least one (1) year relevant work experience,
preferably with associations or cooperative organizations;
Experience in training and capacity building of
associations or cooperative organizations;
Very strong interpersonal and communication
skills;
Knowledge of legislation in the field of
cooperatives;
Significant understanding of cooperative
development in Rwanda;
Ability to draft and develop training materials;
Excellent writing and presentation skills
(English and Kinyarwanda);
Ability to work in a multidisciplinary team;
Strong learning and innovation attitude;
Willingness to travel frequently.

iv. Irrigation engineers (5)

Main Duties and Responsibilities

Under the supervision of the Chairman and the site
coordinator if any, the Irrigation Engineer tasks will be the following:

Ensure irrigation support or advice, services
activities to farmers on the site;
Review and approve the construction methodology
and schedule done by the contractor;
Supervise and monitor the contractor’s activity
to ensure satisfactorily standards, quality assurance, control of workmen
ship and progress;
Approve the materials and equipment brought by
the contractor;
Prepare and implement any minor adjustment
required to the drawings and plans with the consultation of PIT;
Monitor the environmental impact during
construction;
Check monthly measurement of work and certify
payment if necessary;
Coordinate with other specialists such as
environment, community development, public awareness and training;
Implement other programs such as on site
sanitation and drainage programs as reported by PIT;
Ensure that any dispute arising with day to day
work is resolved at site level;
Advise the coordination on claims, disputes and
completions and defect corrections certification.
Report progress and trends which are likely
outcome of contracts, irrigation activities and other information required
to the coordination level.

Qualification

At least A1in irrigation engineering, civil
engineering or water management, AO (Bachelors degree) will be an added
advantage.
Proven experience of one (1) year in irrigation
sector or construction of irrigation infrastructures
Able to use engineering design software (Auto
CAD, COVADIS,…)
Fluency in English and Kinyarwanda; the knowledge
of French would be a major advantage.
Should have a field experience in supervision of
irrigation or related works

iv. Irrigation engineers (5)

Main Duties and Responsibilities

Under the supervision of the Chairman and the site
coordinator if any, the irrigation Engineer tasks will be the following:

vii. Site Accountants (2)

Under the appropriate supervision of a Financial
Management Specialist or an expert from the Irrigation and Mechanization Task
Force the site accountant will perform the following tasks:

Follow up of all payments related to QWMDP
Supervise all sites QWMDP staff to ensure its
attendance Calculate the wages of QWMDP site staff
Preparation and submission of a monthly financial
report
Prepare a consolidated financial report of QWMDP
Work closely with the Task Force Finance
Department, Head of works and Topography Consultants.

Qualifications and Experience

Be Rwandan by nationality,
A Bachelors Degree in accounting or finance,
Having a minimum experience of 1 year in related
field,
Be able to work under pressure,
Be able to work up countries,
Have computer skills especially in Microsoft
office applications like excel, word and interne, Be Fluent in
Kinyarwanda, English and/or French.
