VSO has been operating in Rwanda since 1998. We cur
rently work in the areas of
education, social inclusion and livelihoods. VSO Rwanda is coming to the end of
a major three year project focusing on the rights of children to quality
education and of the rights of people with disabilities to services. The
project is taking place across seven districts of Nyanza, Nyagatare,
Kirehe,Ngororero, Ngoma, Musanze and Kigali city working with government
agencies, schools (including special schools), Teacher Training Colleges,
District Offices and civil society organizations. In order to share learning
from this project, VSO will commission the production of a documentary to be
shown to various audiences.

purpose of the documentary is to create a visual representation of the impact
of the VSO project primarily for external audiences with the aim of sharing
good practice and lessons learned in order to influence policy and practice in
quality education and services for people with disabilities. The primary
audience will be government agencies at different administrative levels, policy
makers, services providers, project partners, and the wider community in Rwanda.
The secondary audience will be VSO itself, potential partners and potential
international volunteers.

consultancy is expected carry out extensive coverage of our work in the field,
(we estimate 10 days filming in the field) interviewing project participants
and stakeholders to communicate the impact of our work. The consultancy is
expected to use high quality digital technology and creative direction and
production techniques. A sample of intervention sites and project participants
and stakeholders will be selected by VSO and given to the consultant to carry
out the documentary activities. The consultant will be accompanied by VSO staff
and/or international volunteers at all times to support field activities.

Deliverables:
- Documentary
with voiceover in Kinyarwanda, English subtitles and on-screen Rwandan
Sign Language. - A
long version (20 minutes) and a short version (3 minutes) will be
produced. - All
original footage to be provided to VSO for potential later use.

style of the documentary should be informative yet creative, dynamic, energetic
and motivating. Messages should be put forward clearly using as little jargon
as possible. Where possible filming should not be of meetings and workshop
sessions but show impact and practical activities which profile project
stakeholders and their personal experiences and views. The human interest side
of the work that VSO does should come out strongly, concentrating on the
organisation’s commitment to eradicating poverty.

with VSO team – within 2 days of receiving notice of being the successful
