PATH is seeking an experienced Grants Manager to oversee grant disbursement and
monitor compliance for the Tanzania Human Development Innovation Fund (HDIF), a
United Kingdom Department for International Development funded program. HDIF
will drive innovative approaches to improving the quality, value for money and
sustainability of basic services in the education, health and water and
sanitation sectors, providing a mechanism to encourage innovation and to
support scale up of promising approaches. A key aspect of this position is to
manage the transparent and efficient grants process and build the capacity of
grantees to effectively manage donor funds.

Based in Dar es Salaam, Tanzania, the Grants Manager will be responsible for
the following key activities:

Project Appraisal, Due Diligence, and Grant Disbursement

Collaborate closely with the Innovation Fund Team Leader in the competitive
grantee selection process, including developing grant criteria, reviewing
applications, and supporting grantee development of work plans and budgets.
Identify potential grantees for funding using standard value for money metrics
and conduct due diligence evaluations of grant applicants to determine their
capacity to effectively manage funding.
Work closely with the Innovation Specialist to design compliance guidelines and
performance monitoring criteria for grant recipients.
Manage the competitive selection process and ensure that it is performed in an
open, transparent, and fair way.
Oversee grantee financial management of grants including monitoring payments
against work plan milestones and deliverables, approving and disbursing funds,
and reviewing grantee reports.
Work closely with PATH Office of Sponsored Programs to draft and process grant
agreements in an efficient manner.

Technical Assistance
Support capacity building needs of the grant recipients to strengthen
organizational management and coordination functions.
Coordinate provision of technical support in these areas.

Development of annual work plans, reporting, documentation, and dissemination
of lessons learned

Oversee the design and implementation of compliance and performance monitoring
of grant recipients.
Draft performance reports for DFID.

Monitoring and Evaluation of the Fund

Establish effective systems for monitoring fund recipient compliance and
performance toward the work plan, and ensuring accurate financial reporting

Required Skills
Demonstrated ability to develop and evaluate budgets, and to create and manage
financial monitoring systems
DFID experience preferred.
Ability to adapt grant management processes and guidance to different settings
Well-organized and attention to details.
Proficient in Microsoft Word, Excel and Quickbooks
Fluency in English to include reading, writing and speaking. Fluency in
Kiswahili preferred
Excellent communication skills

Required Experience
University degree in finance or accounting from an accredited institution. 7
years of demonstrated experience in managing large scale donor-funded grants
for healthcare, or relevant field. 5 years experience in grants/subcontract
management including provision of in-country training and support to
field-based project staff. Advanced financial and administrative skills,
including mastery of relevant software.
