CONTEXT

Funded
by UKaid, Cardno along with partner Rwanda Mining Petroleum Gas Board (RMB)
is implementing the Sustainable Development of Mining in Rwanda (SDMR)
programme over a period of 3 years. SDMR is envisioned as a programme to
support the transformation of the mining sector in Rwanda, by facilitating an
enabling environment for the business of mining and improving the livelihoods
of rural working poor in the artisanal and small-scale mining sector in
Rwanda.
The
Capacity DevelopmentIntervention is designed to support the ongoing process
of mining regime review which include ; a) Finalisation of National Mining
Policy, b) Mining regime updates (including sector legislation, regulations,
standards and policies), c) mine rehabilitation and mine closure performance
bond strategy, and d) Beneficiation & value chain addition strategy.
Through
Capacity Development Intervention the SDMR programme seeks also to support
the RMB in conducting the Mineral Value Chain Analysis which aims to support;
a) Support the development of a beneficiation and value addition strategy
focusing on the 3Ts, b) Support the RMB in doing the Value Chain Analysis of
industrial minerals and development minerals.
The
capitalisation of mining sector has been one of the impediments for the
growth of mining sector and limiting its potential contribution to the
overall economic development. Over a period of years, the SDMR programme will
contribute in understanding the root causes of that challenge as well as
finding the solution.
The
project uses the M4P (Making Markets Work for the Poor) market systems
development technical approach which is facilitative, systemic, scalable, and
sustainable. Key to proper implementation of the project is a suitably
skilled Intervention Manager, who will oversee the intervention on a
day-to-day basis.
SCOPE
OF WORK
The
Intervention Manager in Capacity Development is expected to coordinate all
SDMR Technical support activities to RMB and other relevant stakeholders and
he/she will have the following responsibilities:
  1. Lead
    and coordinate all SDMR support in the Review of Mining Regime which
    aims to support; a) Finalisation of National Mining Policy, b) Mining
    regime updates (including sector legislation, regulations, standards and
    policies), c) mine rehabilitation and mine closure performance bond
    strategy, and d) Beneficiation & value chain addition strategy;
  2. Lead
    and coordinate all SDMR support to RMB in conducting the Mineral Value
    Chain Analysis which aims to support; a) The development of a
    beneficiation and value addition strategy focusing on the 3Ts, b) RMB in
    doing the Value Chain Analysis of industrial minerals and development
    minerals;
  3. Coordinate
    all activities pertaining to the Access to Finance interventions which
    aims to support; a) Provision of training to selected stakeholders about
    the mining sector, b) Raising awareness of financial institutions
    regarding lending to the mining sector, and c) Investigating de-risking
    initiatives.
  4. The
    Intervention Manager shall communicate and collaborate with RMB focal
    point and manage the roles, responsibilities, and contributions of each
    partner;
  5. During
    the implementation of interventions, the Intervention Manager shall take
    the lead in facilitating SDMR contributions to the intervention;
  6. Where
    applicable, the Intervention Manager will directly contribute to the
    development of intervention tools and the capacity building of key stakeholders;
    and
  7. When
    the need for external advisory support is identified, the Intervention
    Manager will draft Terms of Reference for consultants and identify
    potential candidates. She/he will lead and manage these consultants in
    the development of their respective outputs.
  8. Participate
    in SDMR strategic planning exercises;
  9. Participate
    in regular SDMR internal work planning sessions;
  10. Review
    progress and keep action plans updated;
  11. Create,
    update and maintain a Results Chain and Measurement Plan for the
    intervention, in compliance withDonor Community for Enterprise
    Development (DCED)standards;
  12. Be
    responsible for results measurement and the facilitation of data
    collection related to the intervention; and
  13. Conduct
    high quality analysis and produce reports and other written outputs
    which are of an appropriate professional standard.
DELIVERABLES
  1. Producing
    progressive reports to the direct supervisors;
  2. Support
    the Team Leader in reporting to the client;
  3. Contribute
    to overall programme research and knowledge dissemination objectives;
  4. Liaise
    with programme stakeholders to maintain good and harmonious working
    relations and achieve programme objectives and contracted outputs, in
    accordance with the programme schedule and work plan;
  5. Participate
    in technical training sessions and skills development exercises.
EXPERIENCE
AND QUALIFICATIONS
The
ideal candidates shall fulfill the following minimum criteria:
  1. At
    least 5 years working experience (Both Public and Private Sector mining
    experience would be an advantage);
  2. Strong
    management consulting experience with demonstrated ability to transfer
    private sector development experience to Public sector, and other Mining
    Sector actors or experience developing and guiding market development;
  3. Demonstrated
    experience in market system analysis and research;
  4. A
    solid understanding of M4P principles and the capacity to deliver M4P
    project interventions;
  5. Minimum
    of a Bachelor’s degree in Business, Economics, International development
    or other related field (a Master’s degree would be an advantage);
  6. Good
    writing and computer skills;
  7. High
    level of integrity;
  8. Authorisation
    to work in Rwanda is required.
