Background
The Sustainable
Development Goals Center for Africa (The SDGC/A) is an autonomous non-profit
international organization headquartered in Kigali, Rwanda. The SDGC/A was
opened in July 2016 with the mission to support governments, civil society,
businesses and academic institutions to accelerate progress towards the
Sustainable Development Goals (SDGs).
The SDGC/A intends
to recruit a Senior Economist to work with multidisciplinary team of The Center
and partners to address SDGs’ socio-economic development policies/issues across
Africa.

Job Purpose
Undertaking economic
analysis, recommendations and reporting; developing appropriate
methodologies/tools to support policy formulation and alignment of
implementation of SDGs to socio-economic development policies across Africa.
Key
Functions
The Senior Economist/SDGs
Advisor will provide technical support and assistance with focus including but
not limited to the following areas:-
Research and
Publication:
Carrying out studies and economic researches for backing advocacy, policies and
advisory to African governments on micro and macro levels.
Economic
Analysis:
Leading analysis and reporting (including charts, tables and economic other
analytic tools) on social, economic and environment data according to SDGs for
reporting, lobbying and policy formulation and SDGs briefs.
SDGs
Mainstreaming:
Continuously working with M&E Team to review and update public policy
process in Africa separating countries (national and sub-national) profiles and
existing regional blocks.
Customizing SDGs*: Providing
customized SDGs frameworks for African regional blocks with appropriate guiding
principles and indicators for implementation and measurement of SDGs progress.
Reviewing
Concept Papers:
Offering a multi-disciplinary knowledge in developing concept papers for both
fund raising, policy and proposals with focus on national aspects interlinking
economic, energy, social and environmental issues for achieving SDGs by 2030.
Responsibilities
- Contributing
to socio-economic sector policy formulation and reviewing existing ones;
making recommendations on SDGs strategies and policy options for African
governments. - Undertaking
macro-economic analytical work and lead teams to provide high quality
customized analytical and advisory services to African countries on implementation
and tracking the progress of SDGs. - Providing
hands on technical assistance to African countries to boost their economic
growth by deploying high quality practical knowledge through approved
innovative solutions. - Providing
significant contributions to Africa regions or sub-regions flagship
studies on SDGs to improve socio-economic development across the
continent. - Establishing
robust and strategic partnerships and alliances among various stakeholders
that contribute to knowledge and implementation of SDGs agenda in African
regions and sub-regions, particularly in agriculture, clean energy,
environment, education, health, labor skills, IT, … - Advising
on partnerships with development partners, multi-national cooperation
agencies, non-profit organizations, investors and philanthropist to
increase the overall value and in implementation of SDGs in African
countries. - Designing
and using appropriate methodologies to generate ‘think pieces’ and ‘best
practice’ papers for handling the SDGs’ complex technical, institutional
and programs implementation across Africa.
Required
Qualification & Skills
- Higher
degree (PhD preferred) in economics, public policy, agriculture economics
or environmental sciences or other relevant social sciences. - Documented
relevant professional experiences with at least 15 years in research and
advisory, economic planning, policy formulation, training and program
design & implementation in Africa. - Higher
analytical ability, intellectual leadership and a good record of
publications related to development, environment, donor relations, labour
market skills and education. - Good
knowledge and experience to work with governments and donors; managing
technical teams of consultants in drafting analytical work for policy
development, fundraising and development cooperation.

to fit appropriate needs in partnership with teams and share with other
stakeholders. - Fluent
in English and French, ability to speak Arabic, Spanish or Portuguese in
addition would be added advantage. - Results
oriented – achieving results in tight timeframe and being mission-driven. - Adaptive
and smart – recommending and taking decisive actions with focus on added
value and risk mitigation. - Skilled
in economics and analysis – possessing African cross-country knowledge in
macro-economics and demonstrates ability to link the macro, institutional,
and micro-level behaviours; able to support findings/policy
recommendations with credible analysis and tools.
Deliverables
- Designed
economic analysis and authored reports; produced tools and methodologies
for realizing SDGs Agenda. - Established
partnerships/collaborations with key stakeholders and flagship studies. - Commissioned
and published ‘think pieces’ and ‘best practice’ papers for handling the
SDGs’ complex issues. - Developed
tools and reports related to SDGs.
