1.  
 Background
SNV
the Netherlands Development Organization is an international not-for-profit
development organisation working in over 30 developing countries for more than
40 years. In Rwanda SNV has been working for more than 30 years to improve
people’s livelihoods by strengthening the capacities of public and private
sector organisations. SNV works in full alignment with Rwanda’s development
agenda. It does so by helping to realize the national development goals in
three sectors: Agriculture; Renewable energy; and Water, Sanitation and
Hygiene. SNV supports development in these sectors by working with government,
civil society, and private sector organizations. It does so by providing three
types of interrelated services: capacity development, knowledge development,
and supporting evidence based policy dialogue by national stakeholders.
2.  
 Project summary
The
main project idea of the Urban EcoSan pilot project is to:
  • Increase
    the availability of bio fertilizer in Rwanda,
  • Increase
    the awareness of EcoSan technology
  • Improve
    hygiene and sanitation status of the urban population in Kigali and
    Musanze
By
up scaling the business on the production of EcoSan fertilizer products by
EcoSan public toilets and school toilet blocks in Kigali and Musanze, REC
(Rwanda Environmental Care), Sani, EFP together with SNV will implement this
project. To develop a new integrated Urban Ecosan concept the following steps
are necessary:
  • Build
    a professional collection facility and farmer demo site to collect the
    products, showcase the products and train the farmers using the products;
  • Build
    18 shops with a public toilet facility of high standard in Kigali and
    Musanze;
  • Work
    out the franchise and branding concept of the shops;
  • Build
    6 EcoSan toilet blocks at schools in Kigali and Musanze, and train the
    schools in the use and maintenance of the toilets;
  • Increase
    the product quantity to sustain supply to farmer cooperatives;
  • Improve
    the branding of the EcoSan products to attract farmers;
  • Introduce
    a competitive market price for the 2 products. With government subsidies
    chemical fertilizer (NPK) can be bought at RWF 550/kg and UREA at RWF
    410/kg.
The
Public toilets will be placed in shops, the concept of the shops will be run in
a franchise model. The project idea in fact deals with 2 business concepts:
  • The
    business of Sani and EFP as owner of public toilets and the toilet blocks
    at schools. Sani and EFP collect the EcoSan products to a central facility
    in town from were the products will be packet in bags and jerry cans and
    transported to the client. Sani and EFP are responsible for the
    maintenance of the toilets;
  • The
    renter of the shop is an independent entrepreneur and has a franchise
    lease contract with Sani and EFP. The entrepreneur will pay of his loan
    for the shop including a franchise fee. The entrepreneur runs the shop in
    a franchise modus with a design of the shop.

 The main objective of the assignment:
The
objective of the assignment is the overall project management of the project
with Sani and EFP as sub contractors. The main list activity of the project is
as followed:

 Candidate Profile
  • At
    least 10 years of professional experience
  • At
    least Bachelor’s degree in Engineering /Environmental Technologies in WASH
    or Agriculture or any related field
  • Knowledge
    of and experience with Capacity Development Support;
  • Knowledge
    of and experience with (urban) sanitation technologies and development in
    Rwanda;
  • Excellent
    command of the English (and French) language oral and written;
