Since
2014, Save the Children has been implementing the ASPIRE programme in Machinga
and Balaka and extending to Zomba. This activity (project) is being funded by
the American people through the United States Agency for International
Development (USAID), and is being implemented from December 2014 to December
2018. ASPIRE is delivering improved educational achievement for girls in upper
primary and secondary schools through an approach that combines (a)
evidence-based approaches for effective teaching of foundational academic
skills in the context of gender-sensitive learning environments, and (b)
proven, socially-driven approaches to change positively social norms and
behaviors influencing girls’ retention in school. The overall project objective
is to improve educational achievement for girls in upper primary and secondary
schools. The expected Activity outcomes are; (a) reading skills for girls in
upper primary school improved; (b) adoption of positive sexual and health-care
seeking behaviors and social norms among youth10-19 increased; (c) key
structural and cultural barriers for girls’ access to schooling decreased
ROLE
PURPOSE
The
WASH Coordinator shall be responsible for working on all details of project
planning, implementation, monitoring and evaluation of all related WASH
activities in ASPIRE. The WASH Coordinator will take responsibility of
documenting project activities, lessons learnt, what had worked better and what
areas need improvement and produce project progress reports as required. The
coordinator will directly work in collaboration with appropriate government
departments to reach out to the targeted beneficiaries and will take full
responsibility of coordinating and make all logistics to ensure successful
implementation of all activities. S/he will be responsible for developing
monthly, quarterly and yearly detailed program activity implementation plans
including expenditure projection and other appropriate requirements. S/He shall
provide technical support for conducting baseline, performance and impact
monitoring, construction of WASH facilities, including providing input to water
testing and all other water needs as well as contributing to operational
research and any other related program surveys.
The
WASH Coordinator will contribute towards driving the response to operations for
Save the Children.

The
WASH Coordinator will not be a budget holder.
Role
Dimensions
Planning,
reporting and coordinating with appropriate government departments in the
district and in the impact area of ASPIRE. Occasionally representing Save the
Children in external meetings and networking meetings at the area and district
levels.

WASH
Coordinator Duties and Tasks
  • Work
    hand in hand with the Adolescent Development Specialist in planning,
    organizing and implementing all WASH interventions in ASPIRE catchment
    area while ensuring that implementation is in accordance with national
    standards and USAID requirements and strategies.
  • In
    collaboration with MEAL and AD Specialists, the Coordinator must ensure
    the development and use of tools and mechanisms for monitoring the
    implementation of WASH activities.
  • Facilitate
    selection and capacity building of local health workers to assist in
    implementation of activities and linking the government field staff for
    WASH to Schools.
  • Ensure
    the establishment of contacts and/or strengthening positive relationships
    with key stakeholders, internally in the target districts (District Water
    Office, District Health Office, NGOs/other technical partners implementing
    WASH activities in the area, schools, etc.) and externally.
  • Liaise
    with the other implementing partners to ensure that joint decision-making
    and tips for increasing communication and joint planning are included in
    WASH activities (thus helping to ensure that income is used for productive
    and WASH-related purposes)
  • Facilitate
    training programs for government partners (PEAs, Teachers, Health
    personnel and field workers to ensure quality service delivery to the
    beneficiaries while promoting ownership of WASH at school level and
    equipping communities with the tools and knowledge to address WASH
    challenges.
  • Provide
    input to the proposals for new projects being developed by the
    organization.
  • Work
    as a team with other sectors to develop an integrated multi-sectoral
    approach, ensuring that WASH approaches are underpinned in all components
    of ASPIRE and Save the Children.
  • Conduct
    regular monitoring activities, assistance and supportive supervision on
    areas of WASH in the target districts.
  • Participate
    in humanitarian strategy development, emergency preparedness plan,
    emergency response plan and coordinate implementation of response
    operations for Save the Children.
Representation

    in meetings to share information about the project’s WASH activities with
    stakeholders in the project area (i.e., District Authorities, Schools,
    village chiefs, and other implementing agencies)

QUALIFICATIONS
  • Bachelor’s
    Degree in Environmental Health / Public Health / Water Engineering / Water
    Resource Development and Management or any other related field
