PURPOSE

The
livelihoods project officer will oversee the planning and implementation of
Save the Children’s livelihoods programming in Kirehe, under the supervision of
the Youth Empowerment and Livelihood Manager. The Livelihoods project officer
will ensure that the livelihoods are of a high technical quality and meet
people’s needs. S/he will be responsible for monitoring processes for
livelihoods interventions; ensuring that reporting is high-quality and timely,
and that the programme is continually assessed and solutions quickly put in place
for any changes in context. In most circumstances, the post-holder will be
expected to mentor and/or capacity build existing country programme staff.

in the continuous assessment of livelihood needs (at Mahama camp and
Kirehe district level) and ensure that these are appropriately reflected
in programme design and inform the implementation of livelihood
activities, - Lead
in the collection and analysis of information used to determine
vulnerability, and create transparent targeting criteria for livelihood
activities. - With
Youth Empowerment and Livelihood Manager, identify programme gaps and
ensure appropriate action is taken.

job-placement services and mapping of formal and informal vocational and
entrepreneurship training providers. - Work
with colleagues from other sectors (particularly child protection and
education) to ensure integration at strategic and programmatic level; and
ensure multi-sectoral programming, particularly on youth livelihoods, - Support
the implementation of livelihoods activities including Youth
Entrepreneurship and Job placement, Livelihood support for (Men and
Women), construction of Marketplace and kitchen gardening. - Lead
on training of field teams on livelihoods approaches and assist with the
training of the livelihood assistants and volunteers to ensure they have
solid understanding of key livelihoods programme documents and tools,
including M&E tools. - Produce
timely reports for internal use on the status of on-going programming; and
provide inputs for donor reporting on livelihoods activities - Monitoring
and Evaluation - Ensure
clear plans in place for monitoring and evaluating project activities in
relation to Save the Children and donor objectives for livelihoods; and
that lessons learnt are shared and capitalized on. - In
coordination with MEAL team ensure that projects are monitored regularly,
and that data is collected on a weekly, monthly and quarterly basis. - In
collaboration with MEAL support evidence building on Refugee livelihood
programming.

- Ensure
that Save the Children’s work is coordinated with efforts of other
agencies and Government, and support Interagency Coordination forums,
advocating for the specific needs of children. This may involve supporting
livelihood working groups. - Contribute

QUALIFICATIONS

Essential
- Degree
in Economics, Finance, Development studies or similar field. - Minimum
2 years of experience in development programs, preferably working in food
security & livelihoods and cash transfer programming. - Demonstrated
experience of participating in assessment activities, managing, monitoring
and evaluating livelihood programmes for international NGOs. - Previous
experience of managing a team. - Previous
experience of project management. - Experience
in field work and community mobilization; and in training groups of
beneficiaries - Experience
of training and capacity building of staff - Some
experience of representation and ability to represent organization
effectively in external forums, including through Cluster/sector working
group coordination. - Excellent
communication and influencing skills. - Politically
and culturally sensitive with qualities of patience, tact and diplomacy - The
capacity and willingness to be extremely flexible and accommodating in
