BACKGROUND:

Save the Children is

lives. Save the Children works in seven regions in Rwanda with a current staff
complement of approximately 50 staff. SCI Rwanda Country Office seeks to hire
qualified, committed and experienced nationals to fill the following positions.

 

1.
FIRST READ COORDINATOR- RWANDA PROGRAMME

This is a Grade 3
position.

PURPOSE OF
POSITION:

Reporting to the
Signature Programme Advisor, the First Read Coordinator will be responsible for
ensuring effective implementation of the First Read project within the Rwanda
Country Office’s Education Signature Programme. Key areas include leading the
planning, implementation and monitoring of the First Read pilot project;
managing the partnership with and provide technical support to Save the
Children’s partner in the project, Umuhuza; supporting the Rwandan Children’s
Book Initiative work on the development and production of age-appropriate books
and contributing to national and district-level parenting education policy
discussions with relevant Government authorities and departments and other
stakeholders.

MAJOR
RESPONSIBILITIES:

Planning,
Implementation and Monitoring of the First Read Project

·        
Carry
out detailed operational planning in collaboration with Save the Children’s
partner, Umuhuza, and relevant SCUK Technical Advisors; 
·        
Ensure
that implementation remains in line with activity plans and project budgets;
·        
Prepare
and submit quarterly project reports;
·        
Review
financial reports and monitor project budgets;
·        
Highlight
early to the Education Signature Programme Director any potential constraints
to implementation of the First Read project so that action can be taken
accordingly;
·        
Maintain
an appropriate filing system of all project documents;
·        
Work
with the SCI MEAL team and Umuhuza M&E Officer to develop monitoring tools
and monitor progress of the First Read project against agreed targets and
indicators;
·        
Periodically
visit the project implementation area and generate qualitative visit reports to
input into feedback mechanisms;
·        
Document
learning generated through the project and reflections on best practices;
·        
Support
in the development of new project proposals based on learning and reflections
from the pilot project.

Partnership
Management

·        
Lead
on the management of the sub-award partnership agreement with Save the
Children’s partner, Umuhuza, for the implementation of First Read;
·        
Follow
up on and provide support to partner reporting;
·        
Regularly
liaise with partner staff to discuss project implementation and provide
technical support, as needed;
·        
Support
in the finalisation of Save the Children’s partnership approach and ensure
mutuality within the partner relationship;
·        
Provide
suggestions for capacity strengthening, as required.

RCBI Support

·        
Work
together with the RCBI team to support the development and production of books
for children ages 0-6.
·        
Liaise
with publishers in the design and production of new titles;
·        
Advise
on book orders and support in the development of distribution plans;
·        
Assist
in the organisation of relevant Publishing Industry workshops and trainings;
·        
Liaise
with relevant stakeholders to help stimulate demand for new titles.

Representation

·        
Represent
Save the Children in relevant National and District meetings;
·        
Coordinate
the implementation of the First Read project with key stakeholders (UNICEF,
INGOs and NNGOs) and relevant Ministries (Ministry of Gender and Family
Promotion, Ministry of Education / Rwanda Education Board, Ministry of Health,
Ministry of Local Development);
·        
Use
key lessons learned and evaluation results to contribute to policy discussions,
including advocacy for adequate funding of early years and parenting
interventions.

JOB REQUIREMENTS:

  • University
    degree in education or relevant social sciences;
  • Minimum
    of five years of experience working in project implementation in an NGO
    setting, including experience in education and/or early childhood care and
    development;
  • Proven
    experience in community mobilisation;
  • Strong
    facilitation skills;
  • Proven
    experience working in partnership with other NGOs;
  • Ability
    to develop constructive relationships with a wide range of stakeholders,
    including children, parents and local authorities;
  • Ability
    to deliver projects in line with proposals, budgets and timelines;
  • Ability
    to prepare project proposals and reports;
  • Ability
    to communicate effectively in Kinyarwanda and English – orally and in
    writing.
  • Ability

2.
EMERGENT LITERACY AND MATH INITIATIVE (ELMI) OFFICER – Rubavu District

This is a Grade 4
position.

PURPOSE OF
POSITION:

Reporting to the
Early Childhood Care and Development (ECCD) Programme Manager, the ELMI Officer
will be responsible of implementing and monitoring the Emergent Literacy and
Math project in Rubavu District.

MAJOR
RESPONSIBILITIES:

·        
Support
in the data collection for the evaluation component of the Emergent Literacy
and Math Initiative Project in the assigned District
·        
Sensitize
key stakeholders at District and sector level (District Authorities, Sector
Authorities, Parents Committees and Communities, ECCD care-givers and Children)
about the Emergent Literacy and Math Initiative
·        
Support
established accountability and complaints handling mechanisms, under the
guidance of the SC Rwanda accountability focal person
·        
Operationalize
the two components of the ELMI project: ECCD-centre base and home-based
(parenting) by following up the project detailed implementation plan
·        
Provide
ongoing advice and support to Sector and District Authorities, Parents Groups,
and pre-primary school teachers to enable them to fulfil their respective roles
in implementation of the project; 
·        
Conduct
regular visits to the ECCD centres and Parenting groups, providing mentoring to
caregivers and parent facilitators on the implementation of early literacy and
math concepts and practice in collaboration with the ELMI Advisor; 
·        
Support
the VSO volunteer (ELMI Advisor) with operational, logistics and translation
support during joint visits; 
·        
Prepare
and submit weekly and monthly work plans and reports in accordance with the
agreed schedules with ECCD Programme Manager;
·        
Initiate
and follow-up procurement and distribution of required supplies, in line with
Save the Children procedures and in collaboration with the ECCD Programme
Manager, Admin and Logistics;
·        
Monitor
progress of the project against agreed project targets and indicators;
·        
Highlight
early to ECCD Programme Manager any potential constraints to implementation of
project;
·        
Identify
and document key lessons learned from the project, including success stories;
·        
Represent
Save the Children in relevant Sector and District meetings (and national
meetings when requested by ECCD Manager).

3.
EDUCATION COORDINATOR- Gicumbi Office

This is a Grade 3
position.

PURPOSE OF
POSITION:

Reporting to the
Education Programme Manager, the Job holder will be responsible of supervising
the implementation and monitoring of the Literacy Boost Teachers’ training
component in Gicumbi.

MAJOR
RESPONSIBILITIES:

·        
Provide
technical support to 4 Education Officers in the following activities:
  1. Data
    collection for the evaluation of the Literacy Boost Teachers’ Training
    component in Gicumbi
  2. Sensitization
    of key stakeholders at District, sector and community level (District
    Authorities, Sector Authorities, teachers, Head masters, parents and
    children) about the Literacy Boost Teachers’ Training component
  3. Setting-up
    of accountability and complaints handling mechanisms, under the guidance
    of the SC Rwanda accountability focal person and accountability and
    quality control advisor
  4. Ensuring
    teachers’ training activities are carried out as per project detailed
    implementation plan
  5. Provision
    of ongoing advice and support to primary school teachers in the
    implementation of the learning from the training sessions;
  6. Identification
    and documentation of key lessons learned from the project, including
    success stories;
·        
Compile
monthly and quarterly work plans and reports submitted by Education POs,
finalize them and submit to the Education Programme Manager;
·        
Supervise
the monitoring component of the project against agreed project targets and
indicators;
·        
Cooperate
with counterparts from Save the Children’s partner in the Literacy Boost
project, Umuhuza, ensuring high levels of collaboration and complementarity in
sectors where Umuhuza is carrying out the Community Action component of
Literacy Boost;
·        
Provide
support to Education Programme Manager as requested and deputize for him/her
during his/her absence, including budget holding responsibilities;
·        
Highlight
early to Education Programme Manager any potential constraints to
implementation of project, including over or under-spends so that action can be
taken to address this;
·        
Represent
Save the Children in relevant Sector and District meetings as requested.

JOB REQUIREMENTS:

·        
Holder
of a First Degree from a recognized University majoring preferably in
Statistics, Education or relevant Social sciences;
·        
Proven
experience in leading planning, monitoring and evaluation processes, audits or
research in an NGO setting as well as data analysis
·        
Strong
capacity and creativity in leading and facilitating participatory methodologies
to meaningfully engage beneficiaries and receiving their feedback, including
children.
·        
Proven
ability to handle challenging workload;
·        
Cross-cultural
