About the
Role:

This role will drive cross-unit performance management and accountability while
leading on financial
management, accounting and scenario planning – ensuring Restless Development is
transparent,
accountable, and able to mitigate risks as it move

s forward.
This role will involve maintaining oversight of our income, cash flows,
accounting, and financial practices
across four offices in Tanzania (Iringa, Mbeya, Ruvuma and Dar Es Salaam). With
the support of a talented
team of finance staff you will work closely with the programmes directorate to
ensure high quality operational
and project budgets are developed, and managed. You will work closely with the
Country Director and
management team to maintain oversight on financial planning and decision making
producing user friendly
management reports; and play an active role in fundraising and proposal
development from the financial
perspective.
You will be a committed and talented individual who will proactively engage in
supporting leadership of the
organisation. You will provide technical advice on financial management and
planning.
You will be expected to travel in-country on a regular basis in order to
provide management support to finance
staff and oversight of financial activities in our sub-offices in Tanzania
working in close collaboration with
programme teams.

Main Duties:
 Drive cross-unit performance management
and accountability

 Ensure smooth implementation of new
financial accounting software
·
 Leadership of all aspects of financial
management, accounts and controls
·
 Produce monthly management accounts and
variance analysis for decision making
·
 Prepare annual budget, cash requests,
and quarterly re-forecasts
·
 Implement internal and external audit
recommendations
·
 Prepare year end accounts and oversee
external audits
·
 Prepare donor budgets and financial
reports in line with contract requirements
·
 Ensure policies and procedures are
upheld, review and updated annually
·
 Line manage a team of four across four
offices
·
 Serve as a role model at all times,

KEY PRIORITIES
1. Key Responsibilities
 Financial Management, Accounting,
Control and Donor Compliance
·
 Human Resource Management and
Development
·
 Contribute to Strategy and Direction as
part of the management team and member of the global
·
finance team
2. Financial Management
 Ensure organizational compliance with
Tanzanian
· & UK finance regulations
and Restless
Development Finance policies and procedures.
 Produce monthly management account packs
with programme managers, reviewing central and
·
programme expenditure and identifying and documenting variances against budget,
and present the
accounts to the Management Committee and ensure processes are in place to
report accurate
financial information to International
 Identify key areas of risk to the
Country Programme and communicate these to the Tanzanian MC
·
and International as appropriate. Manage and address risks as required by the
MC through regular
review of the risk register.
3. Financial Accounting Functions
 Put in place appropriate systems and
review mechanism to ensure the team is recording and
·
reporting transactions on a timely and accurate basis
 Ensure that bank reconciliation as well
as debtors and creditors statements are completed monthly on
·
a timely basis and liaising with our bankers as appropriate.
 Ensure filing is of a high standard.
·
4. Financial Control and Donor Compliance
 Ensure all financial reports and donor
reports are set up in Financial Force to ease reporting; training
·
staff where necessary in order for them to be able to generate reports and use
them effectively.
 Ensure compliance with all financial
reporting and forecasting requirements of donors and others, and
·
ensure that accurate and timely information about our cash and income position
with respect to
donors is provided to the MC and other individuals as delegated by them. Ensure
effective use of
personnel and resources within the Finance team and take ownership for the
structure of the team
and team development.
 Oversee adherence to Restless
Development’s financial policies and procedures making
·
recommendations to the management committee where gaps are identified and lead
on actions to
strengthen internal and external financial risk management. Include Audit and
spot checks.
5. Team Management and Development
 Provide effective, values-based
leadership of the Finance
·
& Administration team, designing and
monitoring the unit’s annual operational plans and objectives

 Provide effective line and performance
management to your team in accordance with Restless
·
Development policies ensuring they achieve the unit’s objectives
 Assess and develop and build the
capacity of the finance and admin team through training and
·
coaching and develop trainings and tools for non-finance staff to strengthen
compliance with policies
and procedures and to improve budget and financial management across the
organisation
6. Member of the Management Committee
 Work with the Country Director to
provide analysis of financial information for strategic planning and
·
decision-making to the management team and National Board
 Provide technical advice to the Country
Director and management team in the areas of financial
·
accountability and planning, value for money and operations management
 Provide income projections, variance
analysis reports and updates on cash flows to the management
·
team
 Contribute to strategic planning and
organisational management as an active member of the
·
management committee and as a team player
7. Other
 Other duties as required.
·
 You may occasionally be required to work
on weekends and/or public holidays, for which time off in lieu
·
will be granted
