 INTRODUCTION
The
Youth Association for Human Rights Promotion and Development (AJPRODHO –
JIJUKIRWA) is a non-profit youth organization working to improve the rights of
youth and children in Rwanda through human rights promotion, pro

tection,
research, advocacy, economic empowerment and civil society strengthening.

AJPRODHO
was founded in 1997 at the National University of Rwanda with a mission of
empowering the youth for human rights respect and to advocate for
socio-economic development partners with likeminded organizations and
stakeholders to achieve her mission.
  1. OBJECTIVES
    OF THE STUDY
The
assignment’s objective is (i) to conduct a CSOs Cooperation Assessment and
setup a CSOs Engagement and Advocacy Strategy. The findings of the assessment
and strategy will in turn provide an evidence base and mechanism for dialogue
among CSOs to enhance cooperation of CSOs in engaging and informing public
policy decisions.
2.  
 RATIONALE AND JUSTIFICATION
CSOs
cooperation is critical for efficient engagement with government and
development partners, yet there is a consistent challenge of inadequate
cooperation between CSOs to inform public policy around development issues in
the country. In order to effectively contribute to good governance,
transparency and accountability, the civil society should work together in
advocating for relevant law and public policy reforms. It is in this regard, an
assessment of civil society cooperation in Rwanda will be conducted, findings
of which shall inform recommendations for enhanced cooperation and setting up
of a CSOs Engagement and Advocacy Strategy.
3.  
 SCOPE OF WORK
The
study will cover one hundred registered organizations based on the following
criteria: – rural based organizations, urban based organizations, thematic and
umbrellas/ Forums. The scope of work will include:
  1. Conducting
    a desk review  of CSOs  cooperation literature
  2. Conduct
    interviews with selected CSOs and other stakeholders on CSOs cooperation
    in Rwanda
  3. Assessing
    the impact and gaps  of  cooperation between civil society
    organizations to enhance development work in Rwanda
  4. Assessing 
    the performance and role of umbrellas/forums in facilitating cooperation
    of CSOs to inform public policy
  5. Draw
    a CSOs Engagement and  Advocacy Strategy on Gender and Public Policy

 WORK DELIVERABLES
The
research work deliverables include:
  • Inception
    report with a detailed methodology
  • Preliminary
    report with preliminary findings;
  • Final
    report with conclusions andRecommendation to enhance CSOs cooperation;
  • Develop
    a CSOs Cooperation and Advocacy Strategy
  • Draft
    an advocacy plan based on a course of action and implementation and
    Engagement strategy.
2.  
 EDUCATION, EXPERIENCE AND ADMINISTRATIVE REQUIREMENTS
  • Relevant
    Masters Degree in law, public administration and other relevant social
    sciences 
  • Track
    record in conducting similar studies
  • Experience
    working with and / or executing similar assignments
  • RDB
    certificate of registration, RRA and RSSB clearance certificates and in
    case of individual  consultants
  • Technical
    and financial proposal (three copies each)
  • Letter
    addressed to the chairperson board of directors AJPRODHO not later than
    23rd  July before 5Pm

3.  
 TIMEFRAME
The
intended commencement date of the assessment is 28th July, 2017,
and the assignment period to conduct the assessment is for a period of
(26days).
