QED Chief of Party Â- Uganda Monitoring, Evaluation, and Learning Program Job Vacancy in Kampala, Uganda

The QED Group seeks qualified candidates to lead an
upcoming, anticipated multi-year program to strengthen USAID / Uganda’s M&E
capacity and to improve staff and organizational learning. The program will
also aim to expand and deepen coordination, collaboration and synergy within the
USAID Mission and between the Mission , donors and Ugandan and regional key
stakeholders on program interventions, M&E and lessons learned for improved
overall program success.
Based in Kampala, with likely start-up early in
2013, this program will begin with an organizational learning and M&E
assessment, with provided technical assistance ranging from assessments,
training, evaluations, studies and research and outreach to capacity building,
facilitation, and documentation and dissemination of key lessons learned,
practices and recommendations.
Duties and
Responsibilities:
  • The Chief of Party (COP) will provide overall
    project vision, technical leadership and management with ultimate
    responsibility for achieving program results efficiently, timely and in
    compliance with USAID / USG and QED policies and procedures;
  • Serve as the main point of contact for the
    contract with the USAID Mission, other donors, the host government and the
    QED home office;
  • Lead the work planning process and overseeing
    its implementation by working through motivated, mentored expatriate and
    local staff and helping to set up project management systems for finance
    and admin, logistics, HR, security, etc;
  • Ensure the completion of timely reports and
    deliverables that meet USAID and QED’s acceptable quality control and
    assurance standards;
  • Ensure compliance with the terms and
    conditions of the contract agreement, QED’s project and financial
    management systems, and USAID’s rules and regulations;
Key
Qualifications:
  • Masters degree required in the social
    sciences, international development, organizational development, etc.;
  • A minimum of 15 years experience in
    organizational learning or development, monitoring and evaluation and
    knowledge management;
  • A minimum of two years serving as a COP, DCOP
    , Team Leader or Country Director managing resources, staff and budgets
    for a development program. USAID project management experience preferred
    but not required;
  • Recent Africa project management experience
    preferred, particularly in East Africa and Uganda;
  • English required; knowledge of Swahili
    preferred;
  • Strong proficiency in MS Office suite (Word,
    Excel, Outlook, Power Point);
  • Success factors for the COP will be strong
    skills in strategic thinking, problem solving, consensus building,
    organizational improvement, and change management.
