Introduction
Proximity
Justice (PJ): is
not a concept defined in international conventions or texts, but has been
developed by RCN J&D to indicate the need to bring the institution of
justice to the people. By using it in developing and post-conflict countries,
RCN J&D has developed the concept, which includes the following components:
timeliness (justice delivered within a reasonable time), affordability,
geographic accessibility, legitimacy and citizen participation.

organization (NGO) founded in 1994 in the aftermath of the Rwandan genocide. It
aims to ensure the respect of the fundamental rights of each individual, in
particular the right to justice and the rights enshrined in international human
rights conventions. In the wake of the genocide, RCN J&D supported the
reconstruction of the Rwandan justice system. Recently its programme has
focused on strengthening the demand-side and supply-side of the justice sector
by building the capacity of relevant actors (including CSOs, Abunzi, MAJ
Agents, and Executive Secretaries) and by raising awareness amongst Rwandan
citizens of basic rights, in particular women’s land rights, and how to claim
them through appropriate justice services.

August 2015, RCN J&D began a 41 month project funded by the Swedish
International Development Agency (Sida) – represented by the Swedish Embassy in
Rwanda –in five districts which will build upon previous work. The project,
entitled Strengthening Proximity Justice in Rwanda (SPJR) has three main
strands:

Regarding
the 3rdstrand of the SPJR project (Public awareness) RCN J&D seeks a
partner to work with RCN J&D and its partners to design and deliver a
mobile edutainment road show to be known as “The Justice Caravan”.
The Justice Caravan will move around five districts of Rwanda covered by the
SPJR project (Burera, Gicumbi, Ngororero, Nyabihu, and Nyarugenge) attracting a
thousand or more members of the public to each event. The audience will be
given key messages about basic rights, key laws, the functioning of the justice
system, and available justice services, using entertaining means (e.g. forum
theatre, song, dance, and other well-established methods) to be designed by the
partner, in close collaboration with RCN J&D and its partners.

(v) A section detailing the resources and experience which
the partner can contribute towards the realisation of the objectives, for
example: possession of a truck which converts to a stage; having a pre-existing
team of script writers and actors; evidence of contacts with local and district
and local authorities in the five districts.
