Organizational Setting and Reporting
This position is located in the Programme Support
Team of the Country Office in Nigeria (CONIG) Integrated Programme and
Oversight Branch (IPB), Division for Operations (DO), United Nations Office on
Drugs and Crime (UNODC) in Abuja, Nigeria. The Programme Management Officer
(Head of Programme Support Team) reports directly to the Country Representative
and works in close cooperation with the Integrated Programme and Oversight
Branch at UNODC Headquarters in Vienna.

Responsibilities
The incumbent will perform the following duties:
Programme Management:
Manage UNODC’s commitments within the time and
budgets agreed upon, and in accordance with results and other benchmarks of the
project documents and the Contribution Agreements with the European Union (EU)
and other donors.
Advise and support Project Coordinators and experts
in project implementation, and assure adequate monitoring and evaluation of
projects and the Country Programme Document. Review relevant programmes and
projects. Contribute to developing draft programme and project ideas. Review,
finalize and submit project progress reports.
Provide quality assurance and oversight of
programme and project documents and oversee results-based management and
evaluation. Coordinate and oversee the timely preparation and quality control
of work plans, substantive and financial reports, quarterly and annual Field
Office Reports, and annual reports to the European Union or other donors.
Assess the quality and impact of ongoing technical assistance measures
delivered.
Monitor and/or certify expenditures and utilization
of funds; review budget requirements and allocations, and consistent
application of United Nations rules and regulations in relation to the
Operations Manager.
Support programme delivery, including availability
of financial, human resources, procurement and logistics. Participate in
identifying and recruiting appropriate project staff. Encourage, develop and
train staff under his/her supervision. Participate in staff performance
reviews.
Project management and coordination:
Mentor and assist the Project Coordinators with
planning, execution, and delivery of allocated projects, ensuring incorporation
of best practices in project management processes, identifying potential
project cost overruns, time delays or quality deficiencies, and implement
actions for rectification. Analyze project results, and interpret results into
recommendations for the UNODC Representative. Plan and develop, coordinate,
communicate, and direct internal policies and procedures in relation to project
activities. Develop and deploy standard project managing tools, and develop the
project management and technical skills of Project Coordinators and other
project staff. Provide timely and accurate project tracking, analysis of
outputs, and reporting.
Partnership and Development:
Develop current and future growth plans for UNODC
Nigeria (1-3 years), ensuring that those plans conform to the overall strategic
plan of the Organization. Support business development opportunities in
preparing and delivering complex proposals and partnerships.
Develop and maintain close working relationships
with Donors, Government, and clients of the Office. Ensure effective
representation and participation of UNODC in the UN Country Team’s work, in
particular in relation to the development, implementation and evaluation of
UNDAF III (United Nations Development Assistance Framework).
Perform other duties as required.

Education
An advanced university degree (Master’s degree or
equivalent) in law, political or social science, criminal justice,
international relations, public or business administration, project management
or related fields is required. A first-level university degree in similar
fields in combination with additional years of qualifying experience may be
accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of relevant experience in
crime prevention, drug control, rule of law and governance, preferably in a
governmental, multilateral or civil society organization in a multi-cultural
setting, out of which several at the managerial level, is required. Operational
experience in the United Nations or similar international organization and
working or living experience in challenging and diverse environments are
desirable. Experience in managing and overseeing EU funded projects is
desirable. Working experience with project management tasks, financial
databases and electronic reporting facilities and managerial tools is an asset.
Working experience in developing countries as well as strong presentation and
diplomatic skills are an asset.
Languages
English and French are the working languages of the
United Nations Secretariat. For the post advertised, fluency in English, i.e.
oral and written proficiency, is required. Knowledge of other UN official
languages is an asset.
Assessment Method
Evaluation of qualified candidates may include an
assessment exercise which may be followed by competency-based interview.

funding availability and the initial appointment will be for a period of one
year. Extension of the appointment is subject to extension of the mandate
