PURPOSE
OF THE POSITION
The
Programs Coordinator will manage the implemen

tation and coordination of the
field projects and programs in Rwanda, Burundi and Democratic Republic of
Congo. S/he will provide leadership, strategic direction, management and
evaluation of all aspects of the FOL projects/ programs. The Project Manager
also plays a key role in liaison with local authorities and other relevant
stakeholders, administrative and security organisations.

KEY
RESPONSIBILITIES:
Programme
Management
  • Support
    local stakeholders to understand the Strategic plan and how to link it to
    their projects/ departments.
  • Take
    a lead role in the development of annual operation programme plans and
    budgets  in line with FOL’s strategy
  • Work
    closely with ED and Headquarters to make sure that the programmes have
    clear and functional procedures and systems for learning, knowledge
    development, impact assessment and human resource management.
  • Provide
    mentorship and capacity building to support staff to enable them acquire essential
    competencies in project / programme cycle development and management.
  • Manage,
    appraise and   supervise support staff in the development of
    their individual work plans.
  • Conduct
    training  needs assessment  and organize trainings and network
    events and to achieve the goal of the organization’s capacity building
    programme
Program
Development and Resource Mobilization
  • Identify
    new program content, innovative and cost effective ways of delivering FOL
    Rwanda Burundi and DRC interventions.
  • Spearhead
    the identification of opportunities for developing new programs either
    directly or through strategic partnerships.
  • Directly
    participate in fundraising, resource mobilization and proposal
    development.
  • Work
    with the Monitoring Evaluation & Learning Manager and International
    Development Manager to identify new areas of research; analyze and utilize
    local and global research findings to enrich FOL Rwanda, Burundi and DRC
    interventions.
  • Support
    all programs to adapt, utilize and mainstream national, regional and global
    standards and guidelines; government policies such as the SDGs, into
    programs operations.
Governance
and Organization Development
  • Have
    a clear and up to date understanding of the national environment in which
    FOL Rwanda, Burundi and DRC programmes are contextualized
  • Regularly
    advise the Executive Director of any imminent and foreseeable developments
    (political, social, competition, policy) in the national operational
    environment and their impact on local programming.
  • Work
    with the ED Team and Headquarters to ensure that all programme related
    management systems are sensitive and responsive to change; can anticipate
    risk and manage change effectively.
Partnerships
and Networking
  • Work
    closely with the Partnership Liaison Coordinator to identify potential partners
    and advise the Executive Director on the type of partnerships to pursue
    and their long term benefits to FOL Rwanda, Burundi and DRC.
  • Identify
    and maintain relations with relevant local and global networks that can
    advance FOL Rwanda, Burundi and DRC Africa’s visibility, positioning and
    relevance in development work.
  • Participate
    in partnership discussions, ensuring that FOL Rwanda, Burundi and DRC’s
    contribution is always felt and is significant.
  • Support
    the local partners to develop meaningful partnerships for service delivery
Reporting
and Coordination
  • Build
    capacity of local partners and/or support staff in report writing and
    support them to ensure timely reporting to donors and partners.
  • Work
    with the Monitoring Evaluation and Learning Manager to ensure that
    reporting templates; data collection tools and progress monitoring tools
    are developed for each project and systematically utilized.
  • Work
    with the Executive Director to ensure that each project receives adequate
    and regular support supervision from the local partners and /support
    staff.
  • Review
    and finalize programme reports from the local partners and or support
    staff for onward submission to the Executive Director.
Additional
responsibilities
Child
protection:
  • Adhere
    to FOL’s child protection policy and code of conduct.
  • Prevent,
    identify, report and respond to child protection issues
  • Allocate
    adequate resources to child protection initiatives
Risk
M
anagement
  • Overall
    responsibility & accountability for managing risks under Programmes.
  • Keep
    an up to date risk register for programmes in FOL.
  • Put
    in place adequate & appropriate control measures and ensure they are
    effectively implemented.
  • Escalate
    control measures that cannot be implemented to the next level of
    management.
Gender:
  • Take
    lead role in mainstreaming gender in all programs and projects of FOL.
  • Promote
    a culture of gender sensitivity among staff and partners, in
    communications and advocacy.
Outreach
  • Support
    FOL staff, partners and supported communities including children to get deeper
    understanding and appreciation of the role of faith in development.
Administrative
support
  • Responsible
    for setting up and publicising the FOL operations in Kigali
  • Develop
    and maintain relationships with relevant stakeholders (e.g. beneficiaries,
    community leaders, local and national government officials, donors and
    other NGOs)
  • Represent
    FOL at relevant meetings (e.g. local government, sector-coordination and
    security) in order to facilitate and ensure cooperation and partnerships.
  • Seek
    out and participate in relevant local networks or task groups on specific
    developmental issues regarding education and WASH.
  • Accompany
    donors / teams on field trips and ensure program details are transmitted
    in a timely and professional manner.
  • Monitor
    and review the security status of the areas of operation on a regular
    basis, liaising as applicable with local authorities, other NGOs and other
    relevant security bodies. Make reports, as appropriate, to the Executive
    Director and headquarters.

RESULTS AREAS
  • The
    process of developing and implementing projects is aligned to the FOL
    Strategic Plan.
  • FOL’s
    niche is visible, relevant and consolidated with clear examples among key
    actors
  • Number
    of strategic partnerships and proposals successfully identified, developed
    by the staff and implemented.
  • Demonstrable
    growth of FOL attributable to the Program Coordinators role in enhancing
    operational efficiency and capacity to respond to risk and effectively
    manage change.
  • High
    quality reports that are rich in content and prepared on time.
KEY
QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s
    degree in a relevant subject such as Management / Development Studies /
    Business Administration
  • A
    post graduate qualification in project management or relevant field (Desirable)
Experience:
  • Minimum
    4 years’ experience in a management position, preferably in an
    international humanitarian and development organisation   
  • Strong
    working knowledge of English and French (spoken and written
  • Demonstrated
    ability to oversee programs
  • Experience
    working in Rwanda, Burundi or DRC
  • Ability
    to work in Rwanda and freely travel to Burundi and DRC
