Title: Health Information System IT Manager

Reports to: HIS Department Software Development
Manager

Overall Responsibilities:

Under limited supervision, administers all aspects of
Partners In Health IT needs regarding the functionality of the OpenMRS system
and any other systems used to

support the HIS department. The position is
responsible for local server installation and management, as well as monitoring
of server performance and synchronization across a wide area network of servers
with a mixture of modem, fiber, and VSAT connections.   This
individual assists with technical support for problems and issues by spotting
reoccurring OpenMRS issues and devising solutions to prevent them.  This
person is responsible for planning for the expansion, maintenance, and upgrade
of the systems and networks that support OpenMRS use at nearly 40 health
facilities across 3 districts in Rwanda.

Primary Responsibilities:

·        
Manages the OpenMRS system on a networking and
system administration level targeting 100% uptime for the EMR system
·        
Maintains current stock management for HIS
department and communicates stock levels regularly
·        
Responsible for managing all of PIH OpenMRS
servers and system users in collaboration with the rest of PIH IT teams
·        
Manages all of PIH computers integrated into the
Health Information System department by ensuring that the computers are working
at optimal capacity and scheduling a regular maintenance program for all of
them i.e. virus cleaning, data backup, hardware maintenance and software
maintenance
·        
Responsible for managing, installing, monitoring,
troubleshooting, maintenance and extension of all networks in all of PIH sites
·        
Maintains a broad knowledge of operating systems
and hardware
·        
Manages and works with partners to support a
variety of equipment including touch screens, bar code scanners, and solar
power arrays
·        
May lead or guide the work of other staff engaged
in similar functions
·        
Attend and actively participate in meetings
·        
Coordinate with other PIH teams to schedule
updates in the IT needs
·        
The IT manager in charge of the OpenMRS system
will report to the PIH-IMB Associate Director of HIS as well as the Director of
IT
·        
Perform other duties as requested by supervisors
·        
Provide weekly reports on activities and issues to
supervisors in both HIS and IT departments 

Qualifications:

·        
1-2 years in the fields of network administration
and system administration
·        
Advanced knowledge of networking using a broad
range of networking technologies
·        
Advanced knowledge in system management and
troubleshooting of Linux based systems (in particular Ubuntu), including
configuration and management of virtual machines and ability to write and
maintain shell scripts
·        
Experience managing Java web applications, such as
Tomcat
·        
Experience installing, configuring, and backing up
databases, specific experience with MySQL is desirable
·        
Advanced knowledge and troubleshooting of Windows
systems
·        
Ability and desire to learn new skills quickly
·        
Experience working with open source software and
utilizing open source community resources for research, troubleshooting, and
support
·        
Effectively communicate issues and resolutions to
all levels of the organization
·        
Ability to maintain confidentiality with sensitive
information and internal information
·        
CCNA and Linux administration certifications are
desirable
·        
Working knowledge of Open MRS software is a plus
  • Working knowledge and troubleshooting of
    Apple computers is a plus
