Partners In Health (PIH)
is an internationally recognized non-profit organization whose mission is to
provide a preferential option for the poor in health care. Through its service
delivery, training, advocacy and research, PIH works globally to bring the
benefits of modern medical science to those most in need and to serve as an
antidote to despair. In 2005, PIH began working in Rwanda at the invitation of
the Government of Rwanda and is known locally as Inshuti mu Buzima (IMB).
PIH/IMB began an effort to strengthen the public health systems in rural
Rwanda in three rural districts whose infrastructure remained decimated
following the devastating 1994 genocide. PIH has built or renovated three
hospitals, provided support to nearly 40+ rural health centers, trained a
network of over 3,000 community health workers, and developed services to
address the socioeconomic determinants of disease. Our sites serve as centers
of innovation and education in health care delivery, tackling implementation
challenges from HIV to cancer, in close partnership with the Ministry of
Health.
Program
Description:
This position is
contingent on a sub-award to PIH under USAID’s Improved Services for Vulnerable
Populations (ISVP) cooperative agreement, which will improve the protection of
vulnerable populations against adverse circumstances in 15 targeted districts
of Rwanda. It will build upon the successes of the Social Services for Vulnerable Populations
(SSVP) project, known as Higo Ubeho, to build community capacity
and create resilient families. Specifically, ISVP will(i) increase capacity of
families and communities to provide healthy, nurturing, and engaging
environments for vulnerable children under 5; (ii) decrease families’ economic
vulnerability; (iii) increase knowledge, attitudes, skills, aspirations and
confidence of adolescents transitioning to adulthood; and (iv) increase capacity
of communities to provide essential preventative and protective services to
vulnerable families and children. If an award is made, PIH will support a
Health Promotion Team (Health Promotion Manager, Health Promotion Officer, and
Capacity-building and Referral Network Program Officer) for the ISVP program,
and the Health Promotion team will be one segment of the larger ISVP team. The
Health Promotion Team will build linkages between social protection programs
and clinical care, and it will train CHWs, volunteers, and civil society
organizations (CSOs) to promote healthy behaviors and make appropriate clinical
referrals.
Position
Overview:
Reporting to the
Health Promotion Manager and the Capacity-building Manager, the
Capacity-Building and Referral Network Program Officer will provide support to
the Capacity Building Manager, including assisting with the development of
technical standards, guidelines, and tools related to capacity building. In
addition, the Capacity-Building and Referral Network Program Officer may assist
with strategy creation, program design, and training design. This position will
also assist with the coordination of activities with local partner
organizations, local governments, and beneficiaries. The Capacity-Building and
Referral Network Program Officer will also gather data and compile reports.
Responsibilities:
Developing
Capacity-Building Tools and Delivering Trainings
- Assess
and identify appropriate interventions and capacity-building techniques to
improve the provision of social protection services and health promotion
activities - Develop
methods and tools to improve clinical linkages made through social
protection programs - Support
training curricula and capacity building tool development projects in
collaboration with other team members. (Capacity-building tool development
will include identifying and linking stakeholders; identifying project
steps and stakeholder involvement; developing and managing project
timelines; and overseeing the development, piloting, evaluating, revising,
and scaling up of capacity building materials and tools). - Complete
editing, translation, and preparation of capacity-building materials in
collaboration with other team members - Collaborate
with CSOs and district stakeholders to plan, implement, and evaluate
trainings - Use
monitoring and evaluation system and tools to improve capacity-building
materials, training planning, and delivery in collaboration with other
ISVP teams - Plan
and deliver various trainings for CHWs, volunteers, and CSOs in 15 districts
Project
Management
- Ensure
clear communication and coordination with other ISVP technical officers on
all levels of planning and implementation - Work
closely with zonal managers to plan capacity-building activities in all 15
districts in accordance with larger ISVP program plan - Provide
project operations assistance - Provide
assistance on submission of timely and quality deliverables - Communicate
with relevant district and local contacts and officials about capacity-building
programs and participate in program coordination meetings at the local
level as needed
Administrative
Tasks
- Provide
advice on how proposed health promotion interventions might impact ISVP
targets and help determine appropriate performance targets - Contribute
to the Capacity-building and broader ISVP workplans and budgets - Gather
data and compile reports - Coordinate
Capacity-building Team travel to various districts
Qualifications:
- Minimum
of a Bachelor’s Degree in health related field required - A
minimum of 2 years of training or capacity-building experience - Experience
with health-related or social protection-related capacity-building
beneficial - 1-2
years prior experience working with international NGOs is preferred - Highly
organized with ability to work under pressure, handle multiple
assignments, prioritize work flow, adapt to fluctuating workload, and meet
deadlines. - Proven
ability to exercise good judgment and diplomacy, ability to work well
with diverse team - Commitment
to PIH’s mission and values (see PIH’s values) - Familiarity
with Government of Rwanda goals/strategies for health and social
protection is helpful. - Strong
written and interpersonal communication skills - Experience
with computer applications and internet-based research - Willingness
to potentially travel 25-50% of the time throughout Rwanda and work
flexible hours - Flexibility,
humility, and a good sense of humor. - Professional
fluency in written and spoken English required; proficiency in Kinyarwanda
