Palladium
seeks a Workforce Development Manager for the anticipated USAID-funded project
in Rwanda. The purpose of the project will be to facilitate the emergence of a
dynamic off-farm sector that can generate more and higher wage employment for
the broad majority of Rwand

ans currently engaged in subsistence agriculture and
other marginal economic activities. The activity will achieve this by
alleviating constraints to entrepreneurship, in particular but not exclusively,
constraints to finance.

Responsibilities
  • Assesses
    labor market, enterprise and training needs
  • Facilitates
    job placement, job search information mechanisms and job counseling
    services
  • Responsible
    for upgrading of firm level human resource practices
  • Facilitates
    job skills curriculum development, training of trainers and skills
    training for target beneficiaries including poor
  • Provides
    technical guidance and support on training curricular
  • Creates
    improved higher education, vocational school and potentially secondary
    school curricula that addresses improved hard and soft skills, strengthen
    work ethic, and address gender stereotypes
  • Liaises
    with local governments and intergovernmental organizations, stakeholders,
    vocational/training institutes and/or other training and educational
    providers, and other counterparts in the public and private sectors
Requirements
  • Master’s
    degree in human resource management, education, capacity development or
    training, business or related field
  • 10-15
    years in workforce development, labor market assessments, enterprise
    development and a bachelor’s degree in business, capacity development,
    rural economic growth would be a considered.
  • Experience
    in career counselling, job placement, training preferred
  • Prior
    experience building strong public-private partnerships to create
    internships opportunities that are industry specific for both genders
  • Fluency
    in Kinyarwanda and English; French is desirable
