PAJER – Parlement des Jeunes Rwandais
PAJER, founded in 2000, is a local Kigali based NGO working with community
based groups across Rwanda, on the development of youth empowerment and
activities, business development and micro finance activities and humanitarian
activities in Refugee Camps.
PAJER have recently entered into a new partnership with CHF to deliver the
USAID funded Higa Ubeho Programme in Musanze and Ngoma. The program aims to
support some of Rwanda’s most vulnerable households by –increasing their access
to health and social services and providing economic, nutritional and
educational support. Key to the programme will be developing Savings and
Lending Schemes, Farmer Field Schools and Nutritional advice through Positive
Deviance Hearth Groups.
This recruitment programme is still subject to final grant approval
USAID Higa Ubeho Programme
Manager
Duties and Responsibilities:
• To provide the overall operational management and direction for the USAID
Higa Ubeho Programme in Musanze and Ngoma
• To facilitate and oversee the implementation of the Economic Strengthening,
Food Security, Nutrition Programmes as defined by the Higa Ubeho methodology
and targets
• To oversee the development of Internal Savings and Lending Groups, Farmer
Field Schools and Positive Hearth Groups with the targeted beneficiaries
• To facilitate the delivery of community-based services for parents and
guardians of orphans and other vulnerable children (OVC) and families affected
by HIV in partnership with the relevant local authorities
• To develop strong working relationships and formal partnerships with local
service providers, including health, education and the local authorities to
facilitate the delivery of the project
• To review and ensure that the targeted beneficiaries and families are
contacted and engaged
• To provide line management, advice and support to all staff employed to
deliver the Higa Ubeho Programme including Field Officers and the Finance and
Evaluation and Monitoring Teams
• In association with Global Communities/CHF staff and the Programme
Coordinator, ensure that all Higa Ubeho staff receive appropriate training and
support.
• To manage the Musanze and Ngoma PAJER field offices and staff
• To be responsible for the project finances and the project monitoring and
evaluation in association with the PAJER Programme Coordinator
• To ensure the effective development and implementation of financial and
monitoring and evaluation systems in association with USAID and CHF
• To ensure that the timely preparation and dissemination of financial and
monitoring and evaluation reports to the Chief Executive of PAJER, CHF and
USAID is effectively undertaken.
Qualifications and
Experience:
• Bachelor´s degree in agricultural economics, social science, rural
development or other relevant field
• Minimum ten years of experience in a leadership position responsible for
livelihood interventions, including skills training, micro-lending,
micro-savings, employment generation, alternative/additional income generation,
youth employment and social protection.
• Experience working with vulnerable youth and their families.
• Experience of managing a staff team
• Extensive experience of successful partnership working with government
agencies, INGO’s and private organisations engaged in promoting and
improving health and livelihoods for households
• Experience of introducing, organizing and managing programmes that achieve
results.
• Excellent communication skills, both in oral and written forms..
• Fluency in English, French and Kinyarwanda required.
