SOCIAL DEVELOPMENT OFFICER (NATIONAL POSITION)
A.  
 Background
A
continued implementation of any development program like NELSAP requires a
multidisciplinary team to spearhead on–g

oing and future interventions. With
that in mind, NELSAP–CU wishes to recruit the Social Development Officer
to support its functions.

B.  
 Purpose
To
ensure effective program/project design and implementation in three areas: (i)
strategic social analysis, participation advice, and program planning, for the
preparation of NELSAP projects; (ii) confidence building to build trust and
joint collaboration across borders; and (iii) stakeholders’ involvement to
create greater inclusion, program visibility to key stakeholders and
accountability within each country with regard to NELSAP programs and projects.
The
position will undertake technical analyses of social, gender and participatory
development; lead and participate in operational missions, the aspects social
development, gender mainstreaming and stakeholders engagement and partnerships
in particular; provides technical advice to clients, governments and NBI/NELSAP
projects’ teams on the inclusion of key social development aspects, effectively
addressing issues of vulnerability, poverty, gender equity, and other social
dimensions

 Accountability and Reporting
The
Social Development Officer will report and be accountable to the Senior
Economist/M&E Specialist.
D.  
 Minimum Academic Qualification
  • A
    Bachelor’s Degree in Sociology, Development Studies, Social anthropology,
    Community Development, Political Science or related studies; and
  • Possession
    of a Master’s degree in Sociology or Social Development, Development Studies
    and related studies. Post experience of 2 years will be an added
    advantage.
E.  
 Minimum Work Experience Required
  • 5
    years working experience of which 2 years are relevant experience at
    expert level in social development/community/social expertise or related
    discipline;
  • Demonstrated
    experience conducting social impacts studies (Environmental Social Impact
    Assessment–ESIA) and social and stakeholders’ engagement & networking
    and implementation of RAP;
  • Expertise
    in the development and use of participatory approaches at all levels
    (regional, national and community), preferably in complex projects with
    tangible positive impact on project implementation. Experience with social
    marketing or behavior change will be an asset;
  • At
    least five (5) years of work experience in participatory approaches with a
    range of stakeholders with demonstrated practical experience in social
    analysis, planning and management of a range of social dimensions (Poverty
    and Vulnerability, Gender, HIV/AIDS, Indigenous Peoples, Conflict, and
    Migration);
  • Experience
    working within international and donor organization contexts and
    especially familiarity with the applicable policies, procedures and
    practices of major bilateral and multilateral development agencies is an
    advantage; and
  • Willing
    to travel extensively within the NEL Regional and beyond as per work
    demands.
F.  
 Duty Station and Employment Terms
The
duty station will be at the NELSAP–CU Offices in Kigali, Rwanda, with extensive
travels in the Nile Equatorial Lakes Region. The employment is for a one year
contract that may be renewed based on satisfactory performance, availability of
funds and need for services.
