PURPOSE:
- This role acts as the regional Supply Chain lead for all
Capital Projects in the development pipeline (Mega Projects, Large
Projects, and Small/Regional Projects), responsible for managing all
capital planning to ensure development and execution of commercial
strategy; project contracting; project procurement; project set up
(people, systems, management); day to day systemic management; materials
management and project close out. Ensures CAPEX/OPEX process integration
within Supply Chain and Projects for critical Supply Chain commodities and
categories, as well as Life-Cycle-Management methodology and Capital
Effectiveness (Investment System) process integration. Works closely with
the Corporate Supply Chain team in strategy development, alignment,
integration and execution. *ESSENTIAL DUTIES:
Commercial/ Prime Contracts/
Contracts
- Responsible as the lead commercial member of the Capital
Project Team, assigned ‘full time’ to projects and depending on the size
of the project responsible for all SC staff to manage project SC
activities. - Responsible to provide functional management of all
commercial / contracts strategy (time & materials; lump sum turnkey;
cost reimbursable; design & build; incentive fee structures) and
contracting activities required for Capital Projects, including Prime EPC/EPCM
contracting (as/if/when required), contracting for studies, major
construction contracts and technical services contracts. - Assist EPC/EPCM contractor by reviewing and approving
procurement plans, project execution plans, contracting plans, project
procedures and other start-up activities – including oversight and
functional knowledge of project procurement; expediting; QA/QC; materials
management; transportation & logistics; and construction management
activities. - Integrate and manage the EPC/EPCM contractors via
Newmont standards and requirements. - Work closely and effectively with other members of
Owner’s Team including project controls, legal, engineering, construction,
environmental, community relations, project accounting and other groups. - As part of Capital Projects duties, work directly with
Mine Operations staff during the development of projects, in preparing
mine development contracting plans (major earthworks, pre-stripping,
explosives, pit dewatering, mine software, mobile equipment, technical
services support) and to develop a team capable of conducting these
procurement and contracting activities. - Prepare RFI/RFP and Contract documents for project use;
execute executive level contract negotiations. - Able to effectively author contractual commitment
documents, as well as internal and external communications, proposals and
reports. - Must be able to effectively communicate with project
leadership and EPC/EPCM contractors, operations, project, construction
management and contractor management. - Work collaboratively to develop and lead in the
preparation of specific project deliverables that Supply Chain are to
provide based on established Stage-Gate requirements (Stages 1 through 4)
for projects; this would be done through enlisting the necessary support
from contractors, as well as Supply Chain Corporate and regional staff
(Subject Matter Experts, Commodity Managers, Business Segment Leads). - Work collaboratively within the framework of Supply
Chain’s Capital Project Support Model, including fulfillment of Stage-Gate
deliverables; facilitation and participation in the Directorate; and
incorporation of Newmont’s Life-Cycle-Cost-Management and Life-of-Mine
philosophy.
Project Procurement
- Provide guidance for project procurement activities for
Capital Projects, including strategic planning for acquisition of
equipment and materials. - Plan and provide guidance for procurement activities
during the Stage-Gate development phase of major Capital Projects. - Develop procurement procedures, work processes and execution
plans (based on Newmont’s standards, guidelines and templates) for
incorporation into future capital programs and for inclusion into EPC/EPCM
tender and contract documents, with continued control and contractor
oversight through construction. - Provide guidance and oversight to Newmont’s Project Team
and EPC/EPCM contractors by reviewing project execution plans, procurement
procedures and other set-up activities. - Lead in the development of the Project EGSI List
throughout the Stage-Gate process (Equipment, Goods & Services Index)
and provide commercial support for major equipment purchase orders,
including process integration with the Directorate and critical strategic
categorical procurement. - Lead in the development of the Project EGSI List

Materials Management
- Provide guidance for materials management activities for
Capital Projects, including expediting; QA/QC; materials management system
review; export packing/crating; vendor documentation; transportation &
logistics; construction laydown plans; material status reporting. - Plan and provide guidance for material management
activities during the Stage-Gate development phase of major Capital
Projects. - Develop materials management procedures, work processes
and execution plans (based on Newmont’s standards, guidelines and templates)
for incorporation into future capital programs and for inclusion into
EPC/EPCM tender and contract documents, with continued control and
contractor oversight through construction. - Provided guidance and oversight to Newmont’s Project
Team and EPC/EPCM contractors by reviewing project execution plan,
materials management procedures and other set-up activities. - Determine if the existing numbering systems are
“intelligent” and that they provide data and traceability necessary to
support construction planning, reporting and overall data consistency from
design to closeout, including review of EPC/EPCM proposed materials
management systems & numbering systems. - Responsible for oversight of material
management/material control activities for Capital Projects in the course
of construction, start-up, operations and post operations including
closure and reclamation activities.

WORKING CONDITIONS:
- This position is located in Ahafo; extensive domestic
and international business travel is required.
TRAINING & EXPERIENCE:
- Bachelor’s degree BA/BS is required. An MBA would be
advantageous. - Membership of a professional body such as CPM or CIPS or
similar would be beneficial. - A minimum of 20 years of experience in executing major
capital projects including experience working in developing countries with
a preference for working in Africa. - In depth experience in project management including
construction contracting, equipment procurement, material/ inventory
control and logistics for major development projects. - Experience and a high level understanding of Engineering
& Construction (E&C) industry practices in conducting formal
tenders including the development of tender packages, contract preparation
and purchase orders preparation, contract negotiations and award. - Broad based experience in major equipment procurement,
construction bulk commodities procurement, material control, international
logistics and inspection, and contracts administration. - Broad understanding of the ambit of supply chain
management portfolio (supply chain strategy; forecasting and planning;
procurement, purchase to pay cycle and asset management). - Experience in the mining and minerals industry strongly
preferred, including experience in mining capital equipment. - Fluency in English with strong oral and writing skills.
- Interpersonal skills and ability to work at all
organizational levels and departments required.
