(NSC), Kigali, Rwanda – DEADLINE: 08/08/2014
National Sericulture Centre (NSC) is a special unit
operating under Ministry of Agriculture and Animal Resources (MINAGRI). NSC
also falls under Single Project Implementation Unit (SPIU) of MINAGRI
administering projects supported by International Fund for Agricultural
Development (IFAD). The Centre coordinates sericulture development initiatives
countrywide in line with Government development policy of economic empowerment
of the rural poor and expansion of export base to generate increased foreign
exchange earnings.
To achieve this goal, the SPIU on LHWM & VCD
invites suitably qualified young professionals in charge of mulberry plantation
a

nd Silkworm rearing activities at NSC and provincial sericulture centers (5
positions) for Six (06) months renewable subject to satisfactory performance.

Scope of work for young professionals in charge of
mulberry plantation and Silkworm rearing activities at NSC and provincial
sericulture centers (5 positions)
The main mission of the young professionals is to
support farmer’s organisations in mulberry plantation and in silkworm rearing
activities for increasing cocoon production at cooperative level and at
individual farmer’s level.
He/ She will have to develop sericulture farmers, to
disseminate the useful technical practices in rearing of silkworms and in
mulberry plantation cultural practices for improving leaf quality and leaf
quantity, fertilizers application especially organic fertilizers, improved
cultural practices and promoting intercropping of mulberry with other short
crops. He/ She will use as much as necessary participatory approaches in order
to maximize local knowledge and ensure full appropriation of techniques
transferred.
The young professionals will fulfill tasks in three
main fields:
  • Technical support to Sericulture farmers for
    increasing cocoon production in both quality and quantity and technical
    support for improving mulberry leaf quality
  • Support to NSC fur Sericulture technical training
    to new sericulture farmers ;
  • Support to Sericulture Cooperatives for technical
    skills to increase cocoon production
The young professionals will produce the documents of
action plan of activities; the performance contract based on cocoon production,
monthly report on each value chains related to his/her activities, technical
files, and training tools.
The young professionals will work under the
supervision of NSC Extension technician of his/her zone and he/she will be
based on field where transferred.
i) Specifically, the young professional will carry
out the following tasks:
  • To sensitize and mobilize sericulture farmers on
    technical practices and sustainable cocoon production
  • To determine with farmers the best practices to
    improve cocoon quality and cocoon quantity by using appropriate techniques
  • To train new sericulture farmers practically on
    silkworm rearing at household level for cocoon production
  • To train new farmers on Sericulture cultural
    practices such as application of organic fertilizer (manure), planting
    density, weeding and pruning in order to improve mulberry leaf quality and
    quantity.
  • To sensitize and mobilize sericulture farmers on
    promotion of intercropping of mulberry with other short crops especially
    leguminous to improve soil fertility and to ensure food security of
    farmers using intercropping
  • To develop/adapt simple practical methods of
    biological/ agronomic soil conservation measures such as, contour farming,
    mulching, intercropped crop rotations, composting, etc at farm levels;
  • To train and organize new sericulture individual
    farmers in making plan for rearing activities based on available quantity
    of leaves and number of trees in their mulberry fields.
  • To coach the cooperative to develop clear annual
    programme on rearing activities for increasing cocoon production.
  • Regular monitoring of New individual Sericulture
    Farmers on silkworm rearing activities
  • Ensure fair seasonal preparation, intercropping,
    use of input for sustainable for soil fertility and for improving mulberry
    leaf quality and quantity.
  • Organize/execute seasonal calendar activities
ii) The young professionals will have the following
qualification and skills:
  • A university degree in Agriculture, crop
    production option or animal production option
  • Good knowledge about agricultural techniques, in
    particular with techniques related to crop production (population density,
    pruning techniques, weeding techniques application of fertilizers) , and
    transfer of knowledge to farmers;
  • Good knowledge on crop production and soil
    fertility aspects
  • Knowledge in mulberry plantation and silkworm
    rearing is an asset
  • Should never have benefited from young
    professional Program;
  • Excellent communication and training skills;
  • Good Managerial skills;
  • Full working knowledge of Kinyarwanda, English
    and French and excellent report writing. Knowledge of all languages is an
    asset
iii) Appointment duration
The Young Professionals will be appointed for a period
of six months (6) renewable based on performance.
The young professionals will work under supervision of
NSC Extension technician of his/her zone and he/she will be based on field
where transferred.
