National Sericulture
Centre (NSC) is a special unit operating under Ministry of Agriculture and
Animal Resources (MINAGRI). NSC also falls under Single Project Implementation
Unit (SPIU) of MINAGRI administering projects supported by International Fund
for Agricultural Development (IFAD). The Centre coordinates sericulture
development initiatives countrywide in line with Government development policy
of economic empowerment of the rural poor and expansion of export base to
generate increased foreign exchange earnings. To achieve this goal MINAGRI /
NSC invites suitably qualified candidates (Rwandans) to fill the positions
listed below. These posts are initially for one year but renewable subject to
satisfactory performance.

POSITION: SERICULTURE EXTENSION OFFICER ( 2 Positions)
SCOPE OF
EXTENSION SERVICES
Extension workers
will play a very important role in sericulture development in Rwanda due to
lack of knowledge, tradition and techniques in the industry. They will be
responsible for providing support to cooperatives and individual farmers. The
extension officer will receive orientation and backstopping by a trained
extension officer based at Regional Sericulture Support Centre (SSC). Extension
service involves working with people aiming at helping them in improving the quality
of their lives through improved yields leading to increased household incomes.
SPECIFIC
ACTIVITIES AND RESPONSIBILITIES
- Ensure
knowledge and useful packages in mulberry cultivation and silkworm rearing
are communicated to cooperatives and eventually to farmers through regular
field visits, farmer field schools (FFS), farmer training workshop and
farmer field days - In
liaison with SSC / NSC, organize farmer study tours, ‘farmer days’, FFS
and demonstrations to enhance interactive and experiential learning - Popularize
sericulture industry through use of media (radio, newspapers, Television),
preparation and / or distribution of print materials such as brochures,
posters, newsletters, participating in exhibitions and talks at meetings
etc. - Groom
and train lead farmers to become technicians in their own cooperatives - Design
a cocoon production plan for cooperatives and farmers putting emphasis on
maximizing the number of boxes reared per cycle and number of cycles /
year - Supervise
day to day operations of sericulture activities at cooperative / farmer
level and ensure that the targets set in the performance contract are
achieved - Assess
performance of cooperatives or individual farmers and take decisions to
make improvements or corrective measures - Develop
close working relationships with all project participants and stakeholders
such as primary stakeholders, line departments, private sector, NGOs,
local administrative authorities and other parties required to establish a
shared vision of the project and achievement of project objectives. - Ensure
SPIU I PRICE performance tracking tool is updated capturing number of
boxes of eggs delivered, weight of harvested cocoons, revenues, among
other things - Prepare
monthly reports reflecting performance of cooperatives / farmers and
bottlenecks facing them
Qualifications
and experience:
- Applicants
must be Rwandan nationals. - Having
at least A2 in agronomy. - Must
have good communication and interpersonal skills. - He
/she should possess persuasive abilities and be tactful with a keen
interest and knowledge in sericulture. - Experience
in developing positive interactions with the public is required. - The
candidate should be capable of working long hours in the field. - Previous
exposure to sericulture operations and holding a motorcycle driving
licence will be added advantages.
