BACKGROUND
The USAID-funded Integrated Health System Strengthening
Project (IHSSP), implemented by Management Sciences for Health (MSH), is a
comprehensive Project of assistance, providing technical support to Rwandan’s
health sector. IHSSP provides technical support to build and strengthen health
systems for health and management information, financial management systems,
human resources for health capacity development, quality improvement of health
services, and supports decentralization of health services. IHSSP supports the
Ministry of Health, civil society, and communities to strengthen health systems. develop and strengthen disease preventive interventions.

OVERALL RESPONSIBILITIES
The Technical Associate for health decentralization
and governance will work with the Ministry of Health, the District Health
Management Teams (DHMTs) and other developmental partners in the district to
support and ensure coordination of the decentralization of health services in
the five districts supported by the IHSSP accreditation process.

SPECIFIC RESPONSIBILITIES
- Building stewardship capacity in health at
administrative district level including district councils - Providing technical advice on legislation,
oversight, and accountability frameworks for health at decentralized
levels including administrative districts and facilities - Assisting district health governance
stakeholders to implement the new health policy decentralization strategy
and to rationalize and plan for the devolution of authority for health
systems to districts - Supporting efforts to develop a framework for monitoring
and evaluating health governance - Promoting the integration of governance of
district health services - Identifying practical approaches to apply
governance improvement methodologies to the health sector, particularly
those related to accountability. transparency, community engagement,
stewardship, and policy development. - Providing technical expertise and leadership
to administrative districts and facilities that enable them to understand
policy options and strategies for improving health governance, especially
concerning decentralization efforts - Actively participating in the development of
annual work planning, design, implementation, and reporting related to
project technical activities . - Designing and organizing training for-district
staff - Carrying out training of a mixed health team
(doctors, nurses. district staff and opinion leaders) at the district
level - Preparing and presenting periodic reports
- Designing and development assessment plans and
questionnaires, and organizing high level workshops to
disseminate/communicate the results with minimum support - Leading technical meetings within the
supported districts to develop standard operating procedures/guidelines,
strategic plans and support monitoring and evaluation (M&E) activities
of the district - Working with the DHMTs and the professional
councils to support HRH development and management plans in the supported
districts.
QUALIFICATION & SKILLS
- Master’s degree in public health, economics,
public policy, public administration or a related technical degree. A
degree in medical sciences will be an added advantage - Minimum of 5 years of experience in working
with decentralized governance structures, applied social policy
environment, supporting decentralization or legislative reform efforts in
Rwanda including increased transparency, public accountability and
community participation in systems building performance and monitoring. - Demonstrated success providing technical
assistance to national and sub-national governments, civil society and
community based organizations. - A previous good experience of working with the
DHMTs, planning, M&E and HRH management is an added advantage. - Knowledge of project organization, leadership
and management - Experience of more than two years in training
and capacity building of health professionals especially in the district
health systems.’ - Strong interpersonal communication and
mentoring skills are required. - Ability to work independently or with minimum
support. - Demonstrated strength and experience providing
technical assistance and writing technical report - Previous knowledge/experiences of quality
improvement activities at the health facilities are an advantage. - Demonstrated computer skills in Microsoft
Office Suite applications, including Word, Excel, PowerPoint, and Outlook. - Fluency in English and French required. The
knowledge of Kinyarwanda will be an added advantage. - Availability to travel 30% of the time.
