Job Description 1. To assess the nature and scope of the affordable housing problem in Rwanda, formulation of the Government role and subsidies in affordable housing development, assessment of the housing finance sector in Rwanda and the mortgage system and capital market, formulation of a structure, patterns, trends, characteristics and instruments of affordable housing finance and elaboration of affordable housing types and prices; 2. Assist the Ministry in carrying out the feasibility studies for new affordable housing projects and provide appropriate conclusions to be forwarded to the other hierarchy for final decisions; 3. Overseeing the elaboration, establishment, and operation of the Housing development Fund; 4. To propose strategies as well as programs needed so that the low and middle-income people get access to mortgage or any other scheme allowing them to Own, Rent, Rent – to – own houses at affordable price with government participation; 5. To elaborate on the affordable housing finance strategy, policies and other related legal frameworks; 6. To advise GoR in general in the fields of the Housing Finance with respect to Habitat; 7. To collaborate with banking and other financial institutions to help Rwandans to build their own affordable homes; 8. To propose the institutional change needed in order for the middle and low-income segment can access mortgage or any other kind of finance; 9. To set up mechanisms on how the real estate projects, in general, can be handled in terms of finance by exploring the guarantees available to investors that the Government of Rwanda can use in a counterpart form; 10. To elaborate the strategies on how the invested money can be used to generate more economic profits; 11. To initiate and develop more Housing Cooperatives to be involved in Affordable Housing in Rwanda; 12. To organize training for capacity building to the senior staff in Rwanda Housing Authority in the domain of housing finance and stakeholders; 13. To Elaboration of the guidelines for a successful Public – Private Partnership for Affordable Housing development projects, suitability and success factors, Legal and regulatory structures, Financial and economic Implications of PPPs, Integrating grant financing and PPP objectives, Conception, planning, and implementation of Affordable Housing through PPPs; 14. To assess the demand and supply of Affordable Housing;
Job Profile A0 in Construction Engineering, Architecture, Urban Design, Housing Development Studies, Housing or Urban Economics, Urban Planning with 3years of working experience Or Master’s degree in Construction Engineering, Architecture, Urban Design, Housing Development Studies, Housing or Urban Economics, Urban Planning. Key Technical Skills & Knowledge required: – Knowledge of the principles and practices of urban planning and policy making, – Understanding of civil engineering and physical designs. – Understanding of social and environmental concerns as well as strong knowledge of global and regional housing initiatives and programs – Analytical understanding in the urban development, housing and policy sector – Understanding of the legal framework relevant to urban planning and construction – Knowledge on interpret complex legislation and other rules and regulations – Knowledge to establish and maintain effective working relationships with subordinates, supervisors and others – Knowledge to present ideas and findings clearly and concisely in oral, written and graphic form. – Knowledge to plan, direct and supervise the work of professional and technical employees. – Quality Control Analysis Skills – High Critical Thinking Skills – Complex Problem Solving Skills – Judgment and Decision Making Skills.
