Vital Shared Services is a department under the Ministry of Finance ( MOF) and is the fruition of the public sector’s efforts to aggregate common services within the public sector to leverage economies of scale, improve efficiency and effectiveness. We bring together selected human resource and finance processing activities of government agencies. Such functions include paying salaries and benefits, processing staff claims, making payments to suppliers, etc. By pooling together such functions, Vital Shared Services aims to bring costs down and achieve greater efficiency through economies of scale, standardization and streamlining of procedures. Government agencies served by the Vital Shared Services will enjoy lower costs over time.

Senior Officer (Procurement)

Job Description
2 years contract to permanent position. Full set of civil service benefits provided.

Responsibilities
The Senior Officer, Procurement Services leads a team of officers in delivering procurement services and ensures that all cases are processed timely and accurately, and in compliance with the relevant operating procedures while meeting the stipulated service standards.

1. Ensure that all activities are being carried out so as to achieve smooth and accurate service deliveries to customers by the team members with compliance to the relevant operating procedures and Service Partnership Understanding
o Monitor and manage officers’ work progress to ensure accuracy and effectiveness.
o Ensure that the Purchase Requests (PR) received are raised in accordance to SOPs (Standard Operating Procedures).
o Verify details of Purchase Orders and ensure that all control points are adhered to in accordance to SOPs.
o Provide comments and reasons for audit requirements.
o Provide basic trend analysis /assessment of the data such as open PO reports.
o Evaluate vendor pricing and tender proposals, and prepare letters of award.
o Handle pricing disputes for invoices together with agencies and suppliers.

2. Perform key administrative supporting roles are efficiently and effectively
o Draft reports and submissions, collate information from various sources into a coherent report. and prepare documentations, charts, graphs and tables for submissions.
3. Resolve daily issues with customers which do not require management attention and recommend courses of action for difficult cases/customers
4. Carry out constant work reviews and improvements to achieve better efficiency and effectiveness
5. Provide coaching and mentorship to a team of officers and ensure that these officers discharge their duties efficiently

Requirements
• Possess a local polytechnic Diploma with at least 3 years of working experience in a related field
• Experience in using Purchasing ERP system is advantageous.
• Good interpersonal and communication skills (both oral and written) in English with a customer service orientation
• Meticulous, good team player and with high integrity
• Proficient in Microsoft Word and Excel
• Leadership and supervisory experience advantageous
