The Ministry of Finance and Economic Planning inspires to become a competent
and efficient Ministry that generates sound and visionary economic policies
that promotes best practices in strategic planning through hiring competent
workforce that will lead to the achievement of the Ministry’s mandate.

It is in line with the above that MINECOFIN intends to recruit best candidates
on the following positions:

Post 6: Policy Analyst in
charge of Capital Markets (2)

Key Duties and
Responsibilities:

Reporting to the Director in charge of capital markets and investment schemes,
the Policy Analyst will be responsible for:
• Closely follow up and report on the development and implementation of capital
markets policy actions, strategies and Initiatives
• Ensure innovative approaches tailored and applied to capital markets
development
• Work closely with Capital Market Authority, Rwanda STOCK Exchange and
commodities exchange in the support of awareness campaign about their products
and services
• Monitor implementation and progress of capital markets projects
• Collaborate closely with the Monitoring & Evaluation expert in providing
ready statistics and information on capital markets developments
• Undertake desktop and field research on capital markets developments
• Contribute regularly towards FSDS’s knowledge management initiatives through
participation in knowledge platforms and through contributions in discussion
boards, blogs and posts Prepare monthly, quarterly, semester and annual reports
on capital markets development

Qualification and Experience
• Bachelor’s degree in Finance, Banking, Business Administration, Financial
Management, Social Sciences with 3 years working experience progressively in
Finance, Accounting, Banking or capital markets, having a Masters degree in any
of the above fields with 2 years working experience will be an added advantage

Skills and Competencies
• Strong technical knowledge in field of financial markets
• Capacity to lead the interpretation and utilization of performance
benchmarking indicators and reports
• Experience in leading evaluation or research design, data collection and
analysis processes
• Strong familiarity with international capital markets, best market practices
and global/regional trends in financial markets
• Excellent conceptual, analytical and writing skills
• Strong English/French (oral and written) communication skills, working
Knowledge of both is an added advantage
• Strong IT skills, particularly (Word, Excel, PowerPoint, Outlook)
