Merlin Clinical Supervisor – PHC Job Vacancy in Liberia

MERLIN has been in Liberia since 1997, and currently supports the Ministry of Health and Social Welfare (MOH&SW) in implementing the Basic Package of Health Services (BPHS), among other health-sector related activities, in Montserrado, Grand Bassa, Grand Gedeh, Maryland, Sinoe and Grand Kru Counties. Merlin’s vision in Liberia is that all Liberians receive quality healthcare through a sustainable health system. The Merlin-Liberia Programme announces the following vacancy:

Job Title: Clinical Supervisor – PHC
Band: 7
Reports to: Health Coordinator
Supervises: Assistant clinical supervisor (if applicable)
Location: Zwedru, Grand Gedeh County, Liberia (travels in the county)
Working Hours: Monday to Fri 08.00am – 5.00pm, with one hour break for lunch Saturdays, Sundays and Holidays on request (to a maximum of 48hrs a week)

Overall mission:
Supports and supervises Merlin’s primary health care activities at the County level. Responsibilities and duties:

Responsibility 1:
• Supervises health activities at Merlin supported MoH facilities in collaboration with the CHT Ensure correct diagnosis and case management;
• Oversee EPI, MCH and health promotion activities;
• Participates in health planning and new approaches and assessments of health needs in the county;
• Regularly audits clinical data and provides feedback to the facility staff on results and recommendations;
• Monitor drug utilization and requisition from facilities and ensure the rational use of drugs and that the utilization of drugs correlates to epidemiological reports;
• Coordinate regular supply of drugs and medical consumables to the facilities from Merlin’s warehouse or the CHT (NDS) as appropriate;
• Attend regular meetings with facility staff and share results with Health Coordinator.

Responsibility 2:
• Reporting Collect and check the accuracy and quality of the monthly reports from MoH facilities (epidemiological report, surveillance report, drug consumption, inventory …);
• Collaborate with clinic staff to prepare inventory and consumption reports of medical equipment and supplies.

Responsibility 3:
• Supervises health activities at Merlin supported youth drop-in centers
• Ensure correct diagnosis and case management;

• Regularly audits clinical data and provides feedback to the youth drop-in centers staff on results and recommendations.

Responsibility 4:
• Capacity building of MOHSW staff In all activities, work to include and support the CHT and the facility staff and share skills;
• Evaluate staff skills, assess their training needs and monitor progress;
• Carry out on-the-job training, coaching and mentoring;
• Plan, organize and facilitate appropriate clinical training sessions / workshops;
• Prepare training materials for on-the-job or training sessions / workshops.

Responsibility 5:
• Manage the assistant clinical supervisor (if applicable)
• Plan and supervise activities providing support when necessary;
• Conduct appraisal interview;
• Plan annual leave, validate time sheet.

Responsibility 6:
• Provide technical supportive supervision in the implementation of RH-HIV activities in the health facilities in collaboration with MCH supervisor from each CH&SWTs
• Maintains ongoing health activities in the community and health facilities with emphasize on quality HIV programs in the counties;
• Assist Reproductive Health Coordinator to develop reproductive health activities, with emphasis on efficient response to awareness creation on HIV prevention, AIDS treatment, care and HIV/AIDS support;
• Plans and implements effective HIV programs in the community and health facilities;
• Ensure that staff in the health facilities supported by Merlin provides quality services that meet Sphere and other International standards in the VCT, VCCT sites;
• Liaise with MCH supervisors in the field to ensure availability of condoms (male & female), HIV Testing kits, STI partnership slips and other supplies.

Others: Perform any other tasks as required by line manager or technical manager.

As Merlin is working in constantly changing humanitarian aid environment, reasonable specific work duties may be requested that may not fit into the above job description, but which will help promote over all programmes goals and aims. Similarly while work on Saturday/weekends or outside of the usual working hours, will not normally be required, requests to do so should be regarded as falling within Merlin’s standard working contract, of which this job description forms a part.

Requirements:
Essential Requirements:
• Registered Nurse, Midwife or Physician’s Assistant;
• Training in, and experience of, IMCI;
• Experience in HIV prevention and management;
• Demonstrated experience of capacity building and training including mentoring skills;
• Experience in epidemiological data analysis including familiarity with DHIS;
• knowledge of community health development and health education programs;
• Demonstrated experience of drug management;
• Experience working with or alongside the Ministry of Health and Social Welfare and or County Health Teams;
• Good knowledge of IT including experience of MS Office (Outlook, Word, Excel and PowerPoint);
• Strong report writing skills;
• Strong communication skills, with excellent written and spoken English;

• Good interpersonal capacities, organisation skills and experience in team work/team building;
• Previous field experience with INGOs in Liberia.

Desirable Requirements:
• BSc in Nursing;
• Experience in conducting and analysing basic surveys;
• Experience of writing proposals and logical frameworks;
• Knowledge of SPSS and/or EPI Info for data analysis.
