The decentralization mandate of the Ministry of Health and Social Welfare (MoHSW) in Liberia is to de-concentrate responsibility, authority and resources from the central MoHSW to the county level to effectively manage the systems that most significantly impact on the day-to-day operation of the County Health Services in delivering health care to their communities. The long term goal is to create a synergistic health care delivery system that calls upon the appropriate level to manage the support systems required to health deliver services. Médecins du Monde (MDM) in collaboration with a Consortium of NGOs and the Ministry of Health & Social Welfare, through funding of the European Development Fund, has agreed to contribute to the implementation of a comprehensive package of health services in Liberia to strengthen and increase the counties capacity. In doing so, the CHTs will be in a position to roll-out decentralization further to health facilities they manage and those that are currently managed by NGO’s and the communities they serve.

The general objectives of MDM presence in Liberia are:
1. To expand access to quality health services throughout Liberia;
2. Improve the capacity of the Liberian Government to deliver and manage an equitable Health System, enhancing the health workforce capacity through in-service trainings, positive motivation.

TASKS AND RESPONSIBILITIES:
The main aims of the post are:
– To guarantee the medical/technical quality of the program
– To get the different current activities handed over to the Bong County Health Team
– To prepare program identification/planning for beyond 2013

More specifically:
1. Participation in program planning
– Assist the General Coordinator in developing the overall strategy of the program/mission
– Develop and regularly update operational plans for the implementation of planned activities
– Develop technical indicators for program monitoring and reporting – Based on need assessment, participate in the development of a framework for the capacity building of the Bong County Health Team + follow-up
– Participate in program budget preparation
– Participate in preparation/implementation of exploratory missions

2. Advisory on public health issues
– Follow-up the development of health policies and guidelines at international and national levels
– Elaborate MDM position with regards to national health policies and plans
– Ensure the documentation of best practices and lessons learnt

3. Technical support/expertise to medical teams and quality control
– Ensure the overall coherence of medical activities
– Ensure the exchange of medical and technical information among the medical teams
– Support medical teams in the development of technical tools and guidelines
– Support medical teams in setting up training plans and tools for health personnel
– In link with the medical teams, ensure the proper use of guidelines and protocols in the health facilities
– Provide technical support and expertise to medical teams
– In charge of drug system supply

4. Representation and coordination with health stakeholders
– In liaison with the General Coordinator, ensure the interaction with other health stakeholders both at local and national levels
– Assist the General Coordinator in MDM representation at interagency coordination mechanisms, especially technical medical meetings
– Ensure coordination of MDM activities with Bong County health NGOs and the Bong County Health Team

5. Monitoring and reporting
– Ensure the monitoring of program indicators
– Assist the General Coordinator in the analysis of program outputs
– Participate in the preparation of internal and donor reports

SKILLS AND EXPERIENCE NEEDED: Strong commitment to the organisation and its values Health professional (medical doctor , midwife, nurse) Background in public health and/or experience in health program management 2 to 3 years of experience at similar positions (preferred) Previous working experience in Africa (an asset) In depth knowledge on international health policies and standards, especially in the fields of primary health care, reproductive health, HIV/AIDS Demonstrated experience of capacity building and training Experience of data analysis Ability to represent the organization and negotiate with program partners Understanding and interest in collaboration with national authorities Strong report writing skills Strong organization Computer literacy Ability to manage multiple tasks and priorities
