HIV/AIDS for people who use drugs.
The aim of MDM’s programme is to build the capacities of intravenous drug users to reduce the risks related to their drug use by promoting a community based comprehensive harm reduction approach. The MDM programme is one of the most comprehensive programmes in the region with the following 12 components available: Information, Education and Communication (IEC), Testing And Counselling (T&C), Needle and Syringe programme and Condom provision (NSP & C), treatment of Sexually Transmitted Infections (STI), Hepatitis B and C prevention (Hep), Tuberculosis (TB), Anti Retroviral Therapy (ART), Opioid Substitution Therapy (OST), Human Rights (HR), Mental Health (MH), Social Support (SOC) and Overdose-Prevention (OD). The MDM program is the pilot harm reduction program upon which the model for the HIV/AIDS response is currently being built. In 2009, MDM was the first centre to deliver ARV for HIV positive patients in Afghanistan. Since February 2010, MDM is the first programme implementing Opioid Substitution Therapy in the country.
The programme intends to build the capacity of the afghan stakeholders in the field of Harm Reduction , HIV/AIDS and drug dependency treatment. The program has been designed as a practical showcase on which a National Training and Resource Centre (TRC) was built which welcomes all stakeholders concerned by these issues among which local NGOs and governmental authorities. The training approach is very participatory and interactive, based on community based approach and on expertise of professionals. The TRC has started its activities on February 2010.
The Organization for Harm Reduction in Afghanistan (OHRA) is a non-governmental, non-political, not for profit organization working in the field of Harm Reduction created in 2011. MdM and OHRA have decided to build a partnership for progressively handing over the Harm Reduction program, in order to continue to provide the same services and quality of services for the afghan drug users. Since 2012 February OHRA has taken over 2 main component of MdM Harm Reduction program: the Needle and Syringe Exchange and Outreach activities as well as Drop in Center.
MDM aims to develop a community response to HIV / AIDS (i.e. with the involvement of the users concerned). Through the establishment of self support groups and training of peer educators, MDM improves the knowledge and self esteem of users, for them to be part of the solution, not of the problem.
The Afghan Drug User Group (ADUG) started its journey in August 2010. ADUG is a movement of Afghan people who use drugs (current and former) that joined forces to represent user’s interests, improve DUs’ condition and promote participation of people who use drugs in decision making, policy and planning. ADUG is involved in the organizing of awareness and advocacy sessions on the issue of Human Rights for our community. ADUG is a recognized member of the International Network of People who Use Drugs (INPUD).
TASKS AND RESPONSIBILITIES:
Under the responsibility of the General Coordinator, the Training and Partner Support Coordinator will run the Training and Resource Center for Harm reduction and HIV/AIDS in Afghanistan and support the two partners OHRA and ADUG in their building process. The Training and Partner Support Coordinator has under his direct responsibility two national staff (Training and Partner Support Coordinator officer and the translator).
• S/He is responsible for the annual training plan for the program
• S/He supervises, organises and implements the mission’s training centre activities.
• S/He takes part in drafting the project and writes the activity reports, in the respect of donors’ requirements.
• He is in charge of the training and support partner’s budget.
More specifically:
1.Capacity building of partners
• S/He supports and build capacities of national partners in terms of management, administration, planning and reporting.
• S/He builds partners’ strategy in accordance with capacities, local context and MoU signed by MdM.
• S/He strengthens the capacity of the local trainers identified among the two national partners ADUG and OHRA.
• S/He provides professional expertise to the OHRA partner
• S/He works in close relation with the Program Manager and executive director of OHRA in building their capacity
• S/He actively participates in OHRA board meeting and in the internal coordination meeting, and makes proposition in order to guarantee the sustainability of OHRA.
• S/He participates to the joint meeting between OHRA and MdM about the MoU implementation progress.
• S/He Adapt TRC activities for a phase out and a cost efficient hand over to OHRA.
• S/He Provides supports to Self-Support group ADUG
• S/He participates in assessing training needs in Partners and within MDM staff, facilitates relevant training sessions and/or support site coordinators in sourcing trainers.
• S/He participates in evaluating and indentifying the technical and financial support needs for support for OHRA and ADUG for the next period
2.Training
• S/He implements the annual training activities for the program
• S/He supports TRC officer in identifying additional training needs for authorities or NGOs regarding Harm Reduction in the country
• S/He encourage participation of people living with HIV/AIDS and/or people using drugs in all activities of the TRC
• S/He provides technical and methodological guidance and support to OHRA medical project staff on all aspects of the TRC component.
• S/He continuously assess the cost effectiveness and organizational relevance of the trainings
• S/He is responsible for the compliance with donors’ standards and guidelines.
3.Resources & Communication
• S/He develops the mission website with TRC team
• S/He identifies opportunities for publication in link with Head of Mission, General Coordinator and Medical Coordinator in line with MdM requirements
• S/He coordinates printing activities when needed
4.Networking
• S/He participates in meetings related to the Training and Resource centre (MoPH, MoCN, UN)
• S/He Participate in the MoPH harm reduction advocacy working group link with relevant stakeholders
• S/He contributes to raise MdM/OHRA/ADUG technical and political profile: Attends relevant workshops, trainings and meetings in Afghanistan and outside Afghanistan (regional and international conferences and workshops).
• S/He regularly prepares, presents findings and lessons learned in technical forums and propose abstracts to international conferences integrating as much as possible the partners in the elaboration.
5.Writing proposal/Reports
• S/He contributes to writing new proposals in cooperation with the Coordination team.
• S/He reports training activities to the General Coordinator.
• S/He writes internal and donor reports as required and on time.
Other activities
• S/He establishes and follow-up work plans of TRC activities, OHRA and ADUG partners.
• S/He participates to regular program reviews and provides input on planning and implementation arrangement.
• S/He participates with team in the monthly activity planning, monitoring and evaluation , budgeting and budget follow up.
• S/He works jointly with the MdM administrative team to supervise and validate expenses linked with TRC activities, OHRA and ADUG partnership agreement.
• S/He works jointly with the administrative and general coordination to establish yearly budget of the TRC activities, OHRA and ADUG partners.
Location: Kabul
Experience and Education:
• Licence or Master degree (social, Humanitarian field, education,…)
• Significant experience in support of national organizations (assessment need, capacity building)
• Experienced in, HIV/AIDS or Harm Reduction programs.
• Experienced in trainings, written communication.
• Language required: Fluent English (oral and written) mandatory
• Qualities required: Diplomatic qualities
• Contract: VOLUNTEER (French law)
Monthly allowance: 915 euros / months (+ perdiem)
Starting: 01/04/2012 Duration: 6 months
