MdM Liaison Officer Job Vacancy in Bhubaneswar – Orissa, India

Médecins du Monde (MdM) is a French Medical INGO working in India since 2007 through a program in Jaïpur (Rajahstan) run by our Toulouse office. Since 1st April 2011, MdM has opened an office in Bhubaneshwar (Province of Orissa) where MdM implements a community health program with our Indian partner VHAI.


Description of the program in Jaïpur:
Reproductive health care in 11 slums in Jaïpur city. In 2010, 50 volunteer health workers living in the slums were trained by JKSMS, our Indian partner and program implementer, in order to reinforce health knowledge of the communities and to guarantee the sustainability of the activities.
As a result, in 2010, 50% of the pregnant women made the choice to deliver in a medical setting whereas they were only 20% at the beginning of the programme in 2007.

Perspectives: work on the sustainability of the activities. Pull out of MdM planned in December 2012.
Budget 2012: 45,000 euros.

Description of the program in Orissa:
The main purpose of this 3-year project is to improve the health condition of the people at Thuamul Rampur Block of Kalahandi district in Orissa. The project provides prevention activities together with curative health services by taking over the management of the Primary Heath Centre and 6 Sub-Centers in the area of Adri.
Started in May 2011, it is expected that the project will participate in:
• reducing morbidity pattern
• reducing infant and maternal mortality rates
• enhancing the coverage of antenatal, natal and postnatal care as well as immunization
• initiating linkages with different Government welfare schemes for long-term sustainability

The project addresses specific needs of most poor & vulnerable groups.
The programme is run in the field by our partner Voluntary Health Association of India (VHAI), an important health and development network In India. Budget 2012: 130,000 euros

MdM’s partnership with VHAI specifically frames:
1- the implementation of a common project in Kalahandi, Orissa based on the exploratory missions realized by both organizations (February 2010 for VHAI, May 2010 for VHAI-MdM) in Kalahandi districts.
2- the creation of information sharing processes by sharing of relevant documentations and data as well as participate to each other’s event/communication (conference, workshop…) whenever possible.
3- the capacity building and exchange of expertise in order to improve the quality of each party’s programs, improve the response to emergency, support the possibilities of implementation of VHAI in other countries and create the favourable conditions for a successful registration of MdM in India.

TASKS AND RESPONSIBILITIES:
The Liaison Officer will supervise the 2 programs implemented by MdM in India in cooperation with our national partners and will visit the programmes once per trimester. S/he will support our partners program teams, enhance their capacity-building and increase our exchange of expertise.
The post holder will perform her / his tasks and responsibilities under supervision of the Desk Officer for Asia based in HQ and the Board Delegate (RM).

The post holder will be in direct liaison with the Jaipur national coordinator and the VHAI national coordinator based in Orissa province.

More specifically:

PROGRAM SUPERVISION & FACILITATION
• S/he is in charge of supporting the 2 national program managers in problem identification and identifying solutions in their planning and supervision role;
• S/he might help them set plans of activities, monitoring achievements;
• S/he ensures that the monitoring and evaluation systems fit in program management decisions (target achievements).
• S/he will contribute to the development of new program components, in line with the country long term strategy to be built.

STRATEGY
• S/he will play an active role in designing the MdM strategy in India and program(s), in designing and implementing program management procedures and decisions.

TEAM MANAGEMENT
• S/he does not directly manage teams so far, but supports the national partners and provides them with expertise and methodology.

REPRESENTATION WITH GOVERNMENT, DONORS AND NGOs
• S/he represents MdM at country level when required (program related meetings such as health coordination meetings).
• S/he can be called upon to represent MdM with donors and plays a lead role in fund raising.

REPORTING and COMMUNICATION
• S/he is responsible for reporting to HQ on a regular basis (monthly coordination reports + regular – daily/weekly – contacts through e-mails, Skype and telephone) and will be in charge of reporting to donors when external funding will be secured.

REQUIRED SKILLS & INTERESTS
• Experience in a similar position within an International NGO
• Experience in programme management
• Management skills focusing on capacity building and skills transfer
• Ability to represent MdM
• Successful experience in fund raising
• Interest in community health programme/reproductive health programme

LANGUAGE
Fluent English (oral and written) mandatory
