The Malaysian Electronic Clearing Corporation Sdn. Bhd. (MyClear) operates Malaysia’s large value interbank funds transfer, depository for scripless debt securities and the cheque clearing system.

Senior Executive for International Securities Services

Responsibilities:

Role Purpose :
Processing of all aspects of custody operations, settlement and asset servicing services in our capacity as an central securities depository (CSD). Deliver customer-focused, effective, and efficient securities issuance, custody, settlement, paying agency and corporation actions processing services to ensure that MyClear becomes a securities depository of choice. Provide support for projects that to improve securities processes, systems and infrastructure.

Principle Accountabilities :
• Formulate and implement stringent operational procedures, establish proper documentation, and uphold internal controls to ensure accurate, and timely securities processing as well as to mitigate all possible risks associated with the delivery of securities service.
• Execute custody operations, securities settlement, asset servicing and corporate actions and funds transfer processing efficiently with zero errors.
• Manage relationship with stakeholders ensuring that securities services deliver stakeholder satisfaction, and ensuring that the MyClear’s services add value to the stakeholders.
• Undertake continuous process improvements by benchmarking against standards and adopting models, best practices, and methodologies, and ensuring they are in accordance with MyClear’s guidelines and stakeholder expectations.
• Perform daily reconciliation of the account (cash and securities balance) and to investigate whenever there is discrepancy.
• Maintain of account balance by list of transactions and maintaining a common register of the eligible fixed income securities.
• Maintain securities holding for each participant ; as a safekeeping account to record the nominal amount, residency status, specific details of the beneficiary owner of the specified securities.
• Monitor the receipt of corporate action messages, input/process according to the type of corporate action, translate and forward to the respective international central securities depository (ICSD) and participants.
• Investigation and resolution of queries in all aspects of custody operations, settlement and asset servicing services in our capacity as a central securities depository.

Requirements:

Key Competencies Required of Applicant:
• Strong knowledge and experience in securities processing and custody operations, especially in executing SWIFT transactions (MT2xx and MT5xx series) and Euroclear transactions. Experience in SWIFT Alliance and/or Euclid is essential.
• Possess meticulousness and attention to detail to ensure accurate transaction processing.
• Excellent communication skills in English, both written and spoken, as the successful candidate will serve international clients and interact with international securities depositories.
• Ability to keep abreast with securities market development, market practices, international standards, rules and regulations.
• Ability to collaborate and establish working relationship with stakeholders, such as facility agents, and custodian banks.
• Ability to negotiate to the advantage of MyClear, with custodian banks, nostro agents and facility agents.
• Agility to quickly learn what is required in new problem situations, as financial markets are dynamic and settlement issues could happen in different ways/scenarios.
• Sense of urgency and ability to think and deliver in high pressure situations.
• Sound operational risk, operational risk management and ability to continuously identify areas for improvement to mitigate risks.
• Ability to continuously develop human resources with sound technical and analytical skills, customer service orientation, and in-depth business domain knowledge in payments and securities settlement.

Other Job Requirement:
• Candidate must possess at least a Bachelor’s Degree, Professional Degree, Master’s Degree in Finance/Accountancy/Banking, Economics or equivalent.
• Required skill(s): Writing Skill (English and Malay), MS Excel, MS Office, MS PowerPoint, MS Word.
• Required language(s): Bahasa Malaysia, English
• At least 2 year(s) of working experience in the related field is required for this position.
• Applicants must be willing to work in Bangunan Bank Negara Malaysia,Kuala Lumpur.
• Preferably Senior Executives specializing in Banking/Financial Services or equivalent.
• Applicants must be willing to work on shifts as well as on Saturday and Sunday corresponding to the banking hours of the international market that MyClear serve.
