About WHO ACCESS-SMC Project:
In 2012, the World Health Organization
endorsed seasonal malaria chemoprevention (SMC) as an important tool in the
prevention of malaria. SMC, achieved by administering up to four monthly doses
of sulfadoxine-pyrimethamine (SP) plus amodiaquine (AQ), or SP+AQ, is effective
in areas with high seasonal variation in malaria transmission and where
resistance to SP+AQ is low, with the greatest opportunity for impact being in
the Sahel. SMC is targeted at 24 million children three to 59 months of age who
bear the greatest risk of mortality. SMC is highly effective, and has the
potential to prevent 75% of uncomplicated and severe malaria cases.

Achieving Catalytic Expansion of Seasonal
Malaria Chemoprevention in the Sahel (ACCESS-SMC) is a $67M UNITAID-funded
project, led by Malaria Consortium in partnership with Catholic Relief
Services, which is supporting National Malaria Control Programs in the
first-ever at-scale roll out of SMC. This three year project is supported by
London School of Hygiene & Tropical Medicine, Centre de Support de Sante
International, Management Sciences for Health, Medicines for Malaria Venture,
and Speak Up Africa. It will provide 15 million treatments in 2015 and 30
million SMC treatments in 2016 in Burkina Faso, Chad, Guinea, Mali, Niger,
Nigeria and The Gambia, potentially averting 39,000 deaths. ACCESS-SMC will
reduce the cost of SMC administration and promote its wider adoption by
demonstrating its feasibility and impact at-scale. It will generate evidence of
the safety and efficacy of SMC by strengthening national pharmacovigilance
systems and monitoring drug resistance. It will increase the global supply of
quality assured SMC products by incentivizing an additional manufacturer to
join the currently monopolistic market for quality SP+AQ. And finally, ACCESS-SMC
will mobilize additional resources so that more children can sustainably
benefit from this important intervention both now and into the future.

Key Duties and Responsibilities:
- Provide
leadership and strategic direction to the seven member consortium,
ensuring that each consortium member is fully integrated and
comprehensively contributing to the project goal - Oversee and
guide project team, consisting of the Deputy Project Director, SMC
Specialist, Programme Manager, Finance & Administration Manager,
Evaluation Specialist (50% LOE), and Country Programme leads, while
coordinating closely with National Malaria Control Programmes and Roll
Back Malaria West African Regional Network - Steer the
planning and implementation of SMC in Burkina Faso and Nigeria; coordinate
with implementing partners for SMC planning and implementation in Chad,
Guinea, Mali, Niger, and The Gambia - Manage the
procurement and distribution of 15 million SMC treatments in 2015 and 30
million treatments in 2016 to seven supported countries including working
with procurement agent on acquisition of SMC products, and collaborating
with seven country programme leads for detailed implementation planning
including duty free importation, central level storage, organisation of
transportation, pharmacovigilance, last mile delivery and training of
health workers and drug administration - Work in liaison
with project partner MMV on SMC product market development, including the
development of a disbursable formulation - Represent
ACCESS-SMC globally and nationally in the seven implementation countries
to key stakeholders including USAID/PMI, DFID, Roll Back Malaria West
Africa Regional Network, UNICEF, World Bank and National Malaria Control
Programmes - Advocate
globally for increased donor investment in SMC. - Ensure quality
and timeliness of technical project deliverables, disbursement requests,
and narrative and financial reports - Manage Malaria
Consortium budget and track sub-grants to six partners assuring that they
spent to agreed budgets and in line with donor expectations - Share ongoing
learning within the consortium and externally through participation in
relevant meetings, professional networks and conferences
Qualifications, Skills and Experience:
- The Malaria
Consortium Project Director should have International programme management
and/or pharmaceutical supply chain management experience at senior
management level on large scale or multi-country health projects in Africa - Hold a Master’s
Degree in public health or related discipline – essential - Working
proficiency in French – essential - Excellent
networking and resource mobilisation skills including an understanding of
global public health and malaria networks - Good knowledge
and understanding of programme operations, including procurement and
distribution of health commodities - Past exposure
and experience in project and financial management with a proven track
record of timely submission of high quality project deliverables - Excellent
writing and presentation skills in English; ability to work in French - Strong
negotiation skills, particularly in engaging government health officials
at all levels
