Under the guidance, supervision and monitoring of the Deputy Managing Director for Administration, the Procurement Manager supervises a team of three including a Procurement Officer, an Expediter and an
Assets Management Assistant. He/she advises Management on Procurement regulations as stated in the Public Procurement and Concessions Commission (PPCC) Act of 2005. He/she must be fully knowledgeable of the Liberia Public Procurement and Concessions Commission Act of 2005 (PPCC Act) as amended and be capable of responsibility for buying the requisite services, goods and works needed by the Liberia Water and Sewer Corporation in accordance with the requirements of the PPCC Act.
The Procurement Manager will have the following key responsibilities:
• Advise Management on all procurement related activities
• Develop the yearly procurement plan and monitor same
• Develop a set of procurement procedures for all staff.
• Prepare a filing system for all procurements
• Train staff in procurement laws, rules, procedures
• Manage staff under his/her control
• Act as Secretary of the Procurement Evaluation Team
• Review outcomes of all tenders, analyze for correctness, compliance with the law.
• Research new suppliers
• Liaise with suppliers as needed
• Negotiate contract terms with suppliers
• Follow up with suppliers concerning delivery times
• Prepare reports for Senior Management and the Public Procurement and Concessions Commission
• Prepare reports for procurement audits by PPCC and external auditors
• Any other reasonable activities and tasks as assigned by the DMD – Administration and the Managing Director.

Qualifications:
• Bachelors degree from a recognized University in Logistics, Business Administration, Supply chain Management, Accounting and 5-7 years of relevant experience in Procurement.
• A Masters degree in Business Administration with 3-5 years of relevant experience will also be considered.
• Experience in the usage of computers and office software packages, experience in handling of web based management systems.
• Fluency in English
• Excellent communication skills both written and spoken
