Description of duties
Under the direct supervision of the Managing Director, the Commercial Manager will provide strategic customer services, billing, collection and commercial line accounting leadership and overall supervision in the Commercial Department of the Liberia Water & Sewer Corporation. He/she will be a Senior Manager.

The Commercial Manager will have the following key responsibilities:
• Lead the LWSC Commercial Department in delivering robust Customer Service, Billing, Collection, Systems Control Procedures and Reporting of commercial activities.
• Champion and continuously improve internal and external compliance within the commercial functions of the Corporation, ensuring that non conformities reduce over time.
• Operate as a key member of the Corporation’s Financial Management Team, providing appropriate strategic level billing and collection information and input to decision making.
• Setting the standard for excellence and driving through change, ensuring that the commercial functions are fully equipped to support the ongoing growth of the Corporation.
• Responsible for supervising all areas of the commercial functions of the Corporation: Customer Services, Billing & Collection Services and Field Services.
• Achieving billing and collection targets in accordance with budgetary provisions.
• Responsible for periodic reports on commercial activities.
• Responsible for period-end and year-end commercial line accounts receivable closing procedures.
• Assist with the preparation of the revenue budget preparation process and advice the Managing Director.
• Training of all levels of subordinate staff within the Commercial Department.
• Perform any other duties assigned by the Managing Director.

Essential Qualifications:
• B.S/B.A/BBA in Accounting or Management. Advanced Degree, M.BA will be advantageous
• At least five years progressive experience in a supervisory or managerial position, overseeing billing and collections or similar activities.
• Proven ability to deliver strategic level change and contribute to organizational growth.
• Strong interpersonal skills and ability to establish and maintain effective working relations with a team, in a fast pace environment.
• Proven skills on managing change, achieving results, ensuring quality, team building and capacity building.
• Strong computer skills including Microsoft office suite.
• Ability and willingness to work under pressure as part of a professional team.
• At least three years experience in overseeing an automated billing and collection system.
• Desirable Qualifications: At least two years experience working as a Commercial Manager, Sales, Collection or Billing Manager or similar position within an automated billing & collection environment.
