Lac La Biche County is hiring for the full-time, permanent position of Manager, Environmental Services. Reporting to the Director, Planning & Infrastructure, this position is responsible for the development, supervision, and administration of all municipal environmental and conservation policies, including the implementation of all environmental programs and community facilitation.

The duties and responsibilities of the position include but are not limited to the following:
• Obtains necessary environmental permits and/or approvals for Lac La Biche County to conduct various programs and projects;
• Provides environmental consulting, controls and response as required in regards to various construction and maintenance projects;
• Ensures obligations under the Agricultural Service Board Act, Soil Conservation Act, Weed Control Act and Pest Control Act are being implemented;
• Provides Lac La Biche County’s Planning and Development Section, developers, and ratepayers with progressive environmental information as requested and defined by policy;
• Reviews and evaluates applications for land development in support of the department’s conservation planning initiatives and municipal policy;
• Undertakes ecological planning analyses and research studies to address related planning issues;
• Implements the watershed program; and keeps current and up to date information on the ecological, economic and social history of Lac La Biche Watershed in a presentable format for meetings and public presentation;
• Complete applications, monitoring for compliance, and updating policies and procedures as required under licenses required for operation of Agricultural programs;
• Provide technical and analytical expertise to Senior Management, Council, Agricultural Service Board, ratepayers, and government officials as required, regarding the agricultural matters of the County;
• Develop terms of reference, review proposals and manage consultant contracts, as necessary, to support the work of the Environmental Services Department, as per the current procurement policy;
• Assists in the planning, promotion and implementation of environmental educational programs, i.e.: “Mad About Science Program”; as well as environmental workshops, demonstrations, and field days;
• Coordinates the Agricultural Services Board equipment rental program;
• Responsible for the preparation of grant applications;
• Other duties as required.

Qualifications:
• A degree in Environmental, Conservation or Biological Sciences, or comparable education and/or experience in the environmental field. Equivalent education may be considered;
• Minimum of five years in management positions, with a focus in a municipal working environment;
• Demonstrated ability to supervise and manage a diversity of positions, both for in house staff and consultant provision;
• Must possess a high skill level in regards to computer literacy, including GPS and ArcView;
• Excellent public relation skills are required, both verbal and written.
• Ability to apply analytical skills and sound judgment to develop practical solutions to a variety of issues;
• The successful candidate will be required to provide a criminal records check, a driver’s abstract, and a medical assessment.

Salary range for the position is $73,124.59 – $90,564.84
Salary to commensurate with experience and qualifications

Lac La Biche County offers a comprehensive and competitive benefits package, including a pension plan. Dental and Alberta Healthcare premiums are 100% paid by the County.
