  • To
    increase the agricultural productivity of organized farmers in the
    marshlands and adjacent hillsides targeted for development in an
    environmentally sustainable manner;
  • To
    increase farmers’ income in market-based value chains activities; and
  • To
    strengthen the participation of beneficiary farmers (men and women) with
    ownership based on the Korean Saemaul Undong mindset approach,
    self-help, diligence, and cooperation.

RCSP will primarily be
implemented in the nationwide of Rwanda. Project intervention areas for
marshlands rehabilitation/development and sustainable land management on hillsides
were selected jointly with KOICA and LWH-RSSP3-RCSP-FRDP/SPIU/MINAGRI
technical team based on three main criteria: (i) potential water resource for
irrigation and drainage development in marshland; (ii) topographical and
geographical conditions in adjacent hillside areas; and (iii) farming status
in the marshland and adjacent hillside areas.

Main
Target Group
RCSP
target group consists of smallholders in the respective project areas
producing or interested in producing the rice, horticulture (fruits,
vegetables) and other crops. It will be largely made up of low-income
households cultivating up to 0.2 ha in marshland and 0.3 ha in hillside, who
depend predominantly on agriculture to sustain their livelihood. Poorer
households will also benefit from project support to SACCOs, which are open
to anybody. The project will give specific support packages and to monitor
the extent to which they access project benefits. Furthermore, it develops
special measures to target women farmers, especially women heads of
households, and resource-poor farmers with little land for cultivation to
ensure their inclusion.
Organisational
Framework
MINAGRI
SPIU
,
specifically its LWH/RSSP3/RCSP Coordination, bearing the overall
responsibility for implementing RCSP. RCSP is managed under RCSP
implementation team to form one implementation unit (Project Support and
Coordination Unit, PSCU-RCSP) embedded in the MINAGRI’s structure. KOICA will
dispatch necessary Experts as a Project Consultants Unit (PCU) for technical
and financial support of RCSP. To this effect, the Ministry has appointed the
Project Liaison Manager, who is in charge of overall management of the
Project including the control of work progress and quality, within the
existing structure of the SPIU for coordination and follow up of RCSP
activities in collaboration with PCU. The planning, implementation, financial
management and monitoring of project activities are carried out as part of
MINAGRI’s regular planning, budgeting, management and monitoring activities.
Results
Monitoring and Evaluation
The
M&E system for RCSP builds on strong performance and fully aligned with
the MINAGRI MIS. Following the envisaged coordination and implementation of
RCSP under LWH-RSSP3-RCSP coordination. The LWH-RSSP3-RCSP MIS unit is
responsible to streamline the M&E system at all levels. The RCSP will
benefit from the extensive experience of LWH-RSSP3-RCSP M&E System in
data collection tools, data management systems, reporting mechanisms and
required evaluation studies will be harmonized between RCSP and RSSP3/LWH
Projects and carried out jointly whenever possible to reduce costs and to
further align with MINAGRI needs and standards.

Office
Secretary (OS)
Position: The Office Secretary
will be nationally recruited by PCU and will be based at PCU/PSCU Office in
SPIU/MINAGRI. He/she will be responsible for ensuring adequate backstopping for
the PM/Rural Development Specialist and all Experts and Technicians in PCU
Office. He/she will be responsible and reports to the PM, and Irrigation
Specialist who will assign him/her duties as appropriate. Incumbent will serve
as the Secretary by carrying out general office coordination and
information-flow management, and providing secretarial and other related
duties.
ToR:
He/she
will be responsible for:
  • Administration
    of the day
    today
    affairs of the office including telephone, computers, visitors, mails,
    etc.
  • Assisting
    to the Experts and Technicians of PCU by facilitating them to carry out
    their works.
  • Maintaining
    of records (e.g. Attendance Register, Leave Records, Vehicle Records,
    etc.), filling and documentation.
  • Administration
    of correspondence, meetings, participation, etc.
  • Monthly
    Progress Report

    Update every month.
  • Assisting
    in Accounts Affairs.
  • Maintaining
    appropriate logs and chronological files of all written traffic as well as
    the general archive of the office
  • Daily
    Check the incoming and outgoing mails on due time.
  • Maintaining
    an updated Email address and phone lists related to the PCU’s works,
    including the regular update of the list.
  • Providing
    secretarial services as required by PCU personnel (i.e. write
    correspondence, phone calls, photocopies, etc.)
  • Arranging
    appointments of the PCU personnel if required.
  • Reception
    of PCU visitors
  • Administrative
    support for the organization of the PCU/PSCU meeting and workshop
    including request of offers, analysis of received quotation/s, logistics
    requirements, accommodation and travel arrangement, etc.
  • Follow
    up, maintenance and distribution of the office stock of stationery, other
    office materials and assets by maintaining a log book for the said items
    and share the information.
  • Liaison
    on exchange of information between all the PCU personnel, and KOICA Rwanda
    Office.
  • Follow
    up the logistical arrangement for staff missions and other travel
    arrangements.
  • Organizing
    travel arrangements and hotel bookings for staff and visitors.
  • Carrying
    out any other duties that may reasonably or exceptionally be required to
    ensure the smooth cooperation of PCU’s work and optimize the functioning
    of the office, such as substituting for absent colleagues.
Qualifications:
Education/Knowledge/Technical Skills and Experience
Experience:

    Bachelor Degree, having at least 2 years’ experience in Secretarial work,
    or a master’s degree.
