CENTRE PROGRAMME MANAGER


The ISANGE One Stop
Center (IOSC), which started in July 2000 is a Multi-sectorial and
interdisciplinary Programme aimed at providing psychosocial medical, police and
legal services to adult and child survivors _ of gender based-violence and
child abuse occurring in the family of in the community at large. Following a
successful piloting of the Isange One Stop Centre Model in Rwanda (2009-2013),
the country is now embarking on a full-fledged national scale up of the above
model in health facilities across the country. It strives to ensure the best
possible .prevention and response of victims of gender based violence and child
abuse, including refugees. In addition, it is widely recognised that quality
services, conviction of perpetrators and sustained community awareness-raising
help build the resilience of victims and their families including prevention of
future violence and abuse.

It is from this
background that MIGEPROF is recruiting a Programnie Manager who will be
responsible for the overall coordination and implementation of the IOSC programme.
The Coordination of the I0SC scaling up will be done through a steering and
technical committee at the national level. At the local level, the coordination
will be done at health facilities together with all the involved service
providers (police, social workers, legal, civil society, etc.).

Qualifications
and skills:

The successful
candidate must have an advanced degree (Masters) in Social sciences, Gender
studies, Development Studies, and Public Administration or in any related
discipline. The candidate must have at least five years of relevant
professional experience at the national or international level in providing
advisory_ services, hands-on experience in design, monitoring and evaluation of
development projects, particularly in the field of gender and governance. The
position requires in-depth knowledge of current socio-economic and political
developments in Rwanda, and an excellent understanding of the gender aspects.
The candidate should have excellent analytical, research, writing and communication
skills. S/he should have the ability and to deal with a heavy workload to meet
deadlines on time. The candidate must have excellent computer skills. Good
speaking and writing ability of English. Knowledge in French and Kinyarwanda is
essential.

the Prime Minister’s office premises not later than 23 January 2014 at 5:00pm
and addressed to the Permanent Secretary/ Ministry of Gender and Family Promotion.
