IRC Monitoring and Evaluation Coordinator Job Vacancy in Zanzibar, Tanzania

Since its inception in 1933, the International
Rescue Committee (IRC) has been a global leader in emergency response and
providing durable solutions for conflict- and crisis-affected populations. IRC
initiated operations in north-western Tanzania’s Kigoma region in December 1993
in response to a large influx of refugees from neighboring Burundi and Rwanda
when ethno-political violence and civil war forced tens of thousands to flee
their homes. Since that time, IRC Tanzania has continued both to serve the
changing refugee populations present in Tanzania and to contribute to the
greater development of Tanzania in the sectors of reproductive health, child
and youth protection and development, community-based rehabilitation, and
women’s protection and empowerment.
IRC is seeking a Monitoring and Evaluation
(M&E) Coordinator for a Centers for Disease Control and Prevention
(CDC)-funded project on engaging parents in the prevention of child sexual
abuse and sexual risk behaviors targeting youth. The project aims to scale up
the implementation of the Families Matter Program in Tanzania under the
President’s Emergency Plan for AIDS Relief (PEPFAR). The Monitoring and
Evaluation Coordinator will oversee all M&E activities related to roll out
and scale up of the Families Matter program in 10 regions in Tanzania. This
position is contingent on IRC being awarded funding.
Job Responsibilities:
  Ensure
that the project has well-defined targets and results that; can reasonably measure
progress towards achieving those results for management purposes during the
life of the project; and can measure outcomes for evaluation and program
learning;
  Ensure
that project M&E plans and procedures are in line with PEPFAR’s “Three
Ones” principles of “one national plan, one coordinating authority,
and one national monitoring and evaluation system;”
  Design and
oversee implementation of strategies and methodologies for accurately
collecting, recording, compiling, and analyzing data so as to report progress
towards project objectives and review and adjust project activities as
necessary;
  Ensure
that data are recorded and stored effectively so as to be usefully retrievable
and reportable on a regular and frequent basis;
  Support
the National AIDS Control Program (NACP) and the Tanzania Commission for AIDS
(TACAIDS) to design and implement more effective and efficient M&E systems
for tracking information related to HIV/AIDS and sexual health programming;
  Ensure
efficient systems in place for program staff to collect and compile relevant
and concise information for routine project reports and special reports as
required;
  Prepare
consolidated reports including concise narratives and relevant tables and/or
graphs that capture progress against indicators and provide donors with
accurate and user-friendly information;
  Contribute
to capacity building of project staff, local civil society; and NACP and
TACAIDS in terms of being results-oriented and better equipped to achieve,
measure, and report meaningful results
  Ensure
alignment between the project M&E systems and the PEPFAR Indicator Guide.
Requirements:
  Master’s
degree in health or related field, including relevant courses in data
management and analysis; and reporting/presenting skills;
  Minimum of
five years of experience, with demonstrated results managing project M&E
functions;
  Strong
skills with computer software programs that enable efficient and effective data
collection, storage, analysis and graphic representation of results;
  Planning
and organizational skills that ensure efficient and effective implementation of
M&E and project learning;
  Excellent
teamwork including abilities to coordinate well with diverse individuals and
teams and to negotiate effectively with colleagues and stakeholders to achieve
results;
  Previous
experience working on projects related to HIV/AIDS, sexual and reproductive
health, sexual abuse prevention and response, community engagement, and/or
government and civil society capacity building a plus;
 
Familiarity with the Tanzanian context, and in particular the structure
and operation of the NACP and TACAIDS;
 
Familiarity with USG policies and regulations, previous experience with
CDC funding a plus;
  Excellent
computer skills: MS Word, Excel, Power point, Outlook;
  Ability to
work under pressure;
  Strong
interpersonal and intercultural skills and ability to work well with a diverse
team;
  Experience
in Africa a must, and experienced in Tanzania a plus;
  Fluency in
English is required and knowledge of Kiswahili is preferred.
