BACKGROUND: IRC Liberia seeks an experienced public health professional for the position of Senior Health Coordinator. S/he will be a member of the senior management team, with direct responsibility for managing IRC Liberia’s health portfolio. S/he will work to ensure program quality, growth and strong representation related to the IRCs health programs. IRC Liberia is currently providing technical assistance and support to more than 40 primary and secondary health facilities across four counties. S/he must be able to motivate and lead a diverse staff as well as effectively manage programs, partnerships and budgets.
SCOPE OF WORK: The coordinator will provide guidance and oversight to programs and supervise 6 direct reports and a team of 11 international project and medical coordinators and 30 Liberian health staff. S/he will be expected to travel at least 25% of the time to IRC’s multiple field sites, currently in Lofa, Nimba and Grand Gedeh counties. This position reports to the Country Director.
RESPONSIBILITIES:
* Ensure a standard of excellence in program quality and medical care across all aspects of health programming.
* Lead health program strategic planning, design and implementation.
* Sustain internal management systems for team communication, monitoring and evaluation, assurance of program quality.
* Ensure the quality (accuracy, timeliness etc) of medical procurement and drug. management from placing international/donor orders up to the level of end user health facilities.
* Ensure accurate, timely reporting from individual facility and county level up to HQ level.
* Serve as IRC Liberia’s senior focal point and representative on health programs in all relevant forums and lead IRC’s health related advocacy campaigns.
* Work with the HQ Health Unit to develop new projects/initiatives and funding proposals.
* Working with the Grants Department, oversee implementation of grants, reporting systems, and management of budgets, including budget forecasting, spending and work plans.
* Support technical interventions and research initiatives, ensuring integration of findings into existing and future programs.
* Ensure all health program development and implementation is in line with IRC’s program framework.
* Develop a health staff capacity building strategy and ensure its implementation at all levels.
REQUIREMENTS:
* Medical Degree and Master’s in public health, international public policy discipline or related subject.
* At least five years’ management experience in relief and development programs, or a strongly related field.
* Previous successful experience developing projects and writing grant proposals for international donors.
* Excellent program management, project planning, budget management and organizational, interpersonal, and communication skills.
* Experience working in a multi-cultural setting.
* Ability to write clear and concise reports and to meet required reporting deadlines.
* Ability to work in unstable security environments with basic living conditions, and under administrative and programmatic pressures.
* Excellent English (written and verbal).
